BUSINESS. The lowest point of the down grade bet been reached In the business center of the East and the South, and there it gradual return to business activity and conseauert 'prosperity. The scarcity of money is felt more keenly on the Pacific than on the Atlnntio sea' board, and that not without reason An empire lies between Portland, Ore gon, and Wall street. We, in thisjfar away West, are but pioneers in a new country. When our resources and our capabilities have been more fully de veloped, we will not send to the states for our hams, our clothes pins, our cot' fee mills or our threshing machines. We will feed with our surplus products artisans who will make them at home in our cities and villages. We send our surplus cash to the East in payment for these concomitants of civilization, and it remains away. That's one main cause of the scarcity of .money. We are not sell sustaining. But the chan ge desired and needed can only come with the lapse of years. As long as our farmers found a pro fitable customer for their surplus grain in the Liverpool merchant, we went along swimmingly. Even we would do much better if the tariff laws, made to suit Eastern manufacturers, were such that an English vessel could profitably bring to Portland a cargo of European goods to exchange for our wheat and flour. Then the Oregon farmer would not be obliged to pay freight both ways. To the English shipmaster the alterna tive is, in most cases, between dirt, and 1 I. t.l, kL !... Were all moneyed men fully certain in their own minds that there would be no relapse from the present gradual awakening in trade, being assured thereby that their investments would be remunerative, cash would be more plentiful, as It would not lie idly in our banks as it does. We may look for a gradual loosening of their purse strings, especially if congress seriously and patriotically takes steps to straighten out the tangle of our national finances. This .is the talk of the hour. Whether those half witted democrats in the senate that thwarted reform legislation during the last session of congress have learned by the Waterloo of last month, time will soon tell. It is but too true that congressmen, surrounded by the artificial atmosphere of Washington society, lose sympathy with the wants of the masses . Their 15000 per annum, besides perquisites, spoils them. It is no harm to the democratic party that eo many of the democratic war-horses will soon be turned out to grass among their constituents. But woe to the re publican party if it does no better nor as well as the congress whose final end will come on March 4th, 1895. The American people will stand no foolishness from their high-salaried ser vants in Washington, no, not even from a democratic president worth $4,000,000. Congress and the administration must come down to straight business for the benefit of the masses. The last election showed the politicians that there is nothing more uncettain than the Ameri cam voter. He Is becoming more and more independent, with a mind of his own. Forsooth, must not he pay his own bills? Then why should he not vote as be believes his interests demand or, as the hundreds of thousands in the last election, not vote at all and let the other fellows win? It congress passes an act, in conform ity with the suggestions of Secretary Carlisle, enabling national banks to issue currency, the gold bugbear will be allayed, as the greenbacks would be withdrawn and the millionaire bankers could no longer use them to filch gold coin from the national treasury. That measure would giye stability to our financial system as It would not rest on a golden pyramid standing on its apex but on the wealth of the thousands of banks scattered through! the land. Buch a measure would do much to re store fully commercial confidence and circulate hoardings. Then work would be more plentiful and idlers (ewer. The silver men believe that the only salve for the financial ailment is the free coinage of silver, i. e., give both preci ous metals an even show and undo the crime of 1873. If an act of congress and the president's signature can main tain the parity of gold and silver, even if $200,000,000 silver dollars be coined next year, they are on (lie right road. If a law could not uphold silver In com petition with gold, with unlimited coin age of the latter, we would be in a worse fix than ever. This question de mands calm, deliberate and intelligent statesmanship. IIsnbv Wattibsox lays the result of the recent election all on Cleveland. He makes him the Li Hung Chang (of the situation and proceeds to divest him of his three-eyed peacock feather and yel low jacket in summary fashion . That's the way of the world. When we get whipped we always lay the blame on the general in command. But what could the best general in the world do with such an army as Cleveland has had for the last two years? With our generals, major generals, brigadiers and colonels all divided and quarreling over tariff, currency, income tax and civil service reform each faction trying to beat down the other what waa the chance to defeat an enemy that was united? Petition of J W Meldrum et al for a change in the Rinearson and Milwaukie road through Meldrum's place : Ordered that A W Cooke. J 8 Risley and C F Clarke be appointed to-view and D W Kinnaird to survey said road, to meet at place of beginning at 10 o'clock on December 15th. Application of W J Evans for assis tance in improving the Mink and How arj's Mill road referred to Commissioner Jaggar, and that Kail Steedman be ordered to remove his fonce from said road forthwith. Report of W S Rider on the opening of the Criteson road approved, and ordered that W B Rider be instructed to build the small bridge needed on said road. Improvement of the Bull Run and Hanzlum load: Ordered tliat the ex pense account of said road, viz, $34.72, be paid. Matter of locating the line of the county and New Era road: Ordered that D W Kinnaird, county surveyor, resurvey such road, determine the line of survey of said road and report to this court. Protest of D D Magone against the county claiming any permanent inter est in the Oregon City and Oswego road through his premises ordered filed. Report of G W Prosser, supervisor of road district No 4, for November, ap proved, and ordered that expense ac count as follows be paid : Labor $235 03, material $70.48, supervision $20. Matter of transferring funds to the county school fund ; Ordered that ap plication of H 8 Gibson, superintend ent, for funds to be transferred to school fund to enable him to make an appor tionment of 50 cents per capita be granted, and that M L Moore, county treasurer, transfer from the general fund to the school fund the sum of $203.23 for said purpose, said amount to be returned to general fund from school fund when collected. Matter of care and keeping of Mrs. NoraLakln: Ordered that tho sum of $20 be now appropiated in payment of expense heretofore incurred in car ing for said Mrs. Lakiu, and the mutter of granting further assistance is referred to Commissioner Scott, and that al' assistance granted said Mrs Lakin be charged against E C Lakin, her husband .
