The roads throughout this section are i i a bad condition well, where aren't they ? L. Time Checks Instead of Cash, (Communicated..) The "hard times" have lately given rise to a prevalent c istom of giving so called ''time checks" in lieu ol immedi ate hard cash to meo employed in Ore gon City mills, factories, etc. Of course in a certain very real sense it is a hard ship to the employers to be obliged to give their mtn these checks since they have not the hard cash with which to pay them at once. Rut is it not a vastly greater hardship to the poor working- man who wants the cash with which to feed himself aud family and has nothing else to depend upon for his weekly household t-upplies? The hardship is doublj. intensified by Ihe fact that in order to get the cash which he must have or meanwhile half starve his fam ily, he is absolutely obliged to go to the broker and lose len per cent, of his hard earned wages. For instance, a man lately employed on the new trestle work close below the Congregational church on Main street, had $19 coming to him from the con tractors who on pay day gave him a check payable some weeks ahead. The poor fellow, finding that work was likely to be very slack here all the winter, like a wise man, determined to seek work elsewhere rather than loaf about so long partly dependent upon the charity of the city. But liow he could go without money was. a problem which he could not solve. Nothing was open to him but the broker's otlice where he had to leave fS for the accommodation which was anorded him. It is not the question at present whether the broker's charges are excessive or ungenerous or whether be should be magnanimous enough to do with less under the cir cumstances; but it is a vital matter of honest principle and strict justice to the workman whether his employer is fair and upright (much less generous) not only to borrow hi earning' without in lerent for six or eight weeks (as he cer tainly does by "time checks") but even indirectly to compel the poor fellow to pay vileretl on wmu lie nai nonesuti earned. This may be law, but ia it equity ? One is apt to think it wrong in all conscience. If the tables were turned and the two exchanged places, the present employer would deem himself greviously wronged. "As yo would that men should do unto you do ye even so to them," is Chri st's teaching and the noblest common sense of the matter. Surely, if one man bor rows of another the former expects to pay and the latter to receive a fair in terest on the loan. Therefore it will naturally occur to a just and honorable mind that the employer's "lime checks" for, say two months, ought to credit his workman not only the wages due but legal interest on that amount for the time named. "Righteousness exaltetb a nation" whose citizens exalt righteous ness between man and man. Let em ployers view (be matter from a high moral standard and surely they will do the right.
