I Tho post-election activities of the county authorities in the ap ! prehension and conviction of illegal ' purveyors of intoxicants cannot be too strongly commended. Officers sometimes are active before an election but afterwards often fail to keep their respective trusts and consume their time principally in 'drawing their salaries. Hut not 'so with the officers recently re turned to office in Crook county by a vote of confidence. Tho confi dence seems in this case to have been well placed. However, in our opinion and in the opinion of many others, in cluding the district attorney, with whom we have discussed the mat ter, the penalties that have been meted out to convicted bootleggers in Crook county have been too light. Tho experience of enforcing prohibition in other states indicates that the enforcement has been comnarativelv easy at first, but through the relaxed vigilance of the authorities, or for some other reason, violations of the law have increased. While there is so far no indica tion of increased violations in Crook county, owing largely, we believe, to the wholesome influence of law officers who are known eternally to be on the job, we still think that neavier penalties will deter many from contemplating ' Us violation, and preventing a possible increase, by making every violation an extremely unprofitable venture from every standpoint. Every bootlegger that has been apprehended in Crook county has been convicted, which is an amir- able record. Only one has pleaded guilty. It appears therefore that the law officers are doing their duty and have the backing of pub lic sentiment, but if the courts fail to do their duty, will not the high crime and misdemeanor of boot- legging be exposed to a justifiable increase, heaping further burdens upon the law-enforcing officials and upon the taxpayers? In other communites little sym pathy is extended to the violator of the prohibition law by the courts and none should be extended here, if strict enforcement is to be looked forward to, at a minimum of cost. i i i i 1 AND .rrimore PRINEVILLE FLOUR MILLS M SBSSEEBBBSBB-IESSBSSSS and this is the cause to a great extent of the unanimous vote of I'rineville people for the railroad bonds and the cooperative spirit that will moan a road completed to this city next year. The issue of $35,000 railroad bonds whieh were offered Satur day night by the'eity of Hend were purchased at par by Kceler Brothers, of Denver. It is fitting that the cream of the breeding stock trom the beef classes at the Pacific International Livestock show held in Portland last week should come to the Prine- ville country. From this immediate section of the state the best stock is re ceived each year in the yards at North Portland and the growers here are men of sufficient busi ness judgment to know that they must add to their herds in order to increase the quality, from the best in the world in the particular classes from which the stock is purchased. Stockmen here have long been aware that the location of their ranges, the mild winters and excep tional fattening quality of the hay makes a combination that cannot be excelled for the production of beef of the best quality at a mini' mum price.
