There has been a serious mistake in the handling of the Mexican situation. Anyone can see it now, but a few months ai?o it was less apparent. The Mexican is a degenerate and should be treated as such, while the policy of the United States has been to treat the government and each individual as a human being s.iould be treated and that was the mistake. Had they been ruled with a stern hand it is possible that the trouble that is now upon this land would have been averted. Thousands of lives will be lost should war be necessary and it is at once needless and fo"lish to minimize that fact. Many of the boys who are enlist ing with the idea of having a nice triD at Uncle Sam's expense will never return. Of course it is a noble thing to do, a necessary thing. Yet these men should real ize that they are going to war. not on a picnic. The mistake'or supposed mistake in this policy however should lnot be used as political capital against the administration. At a conference of the allied diplomats "somewhere in Europe" ashort time ago, at whichKing Albert of Belgium was present, sat an American, Sam Hill. Matters relating to the drive that isjnow on were discussed it is said and the serious problems of getting supplies and ammunition to the troops on the east front were discussed. These supplies are brought in largely over the trans-Siberian rail way and the handling of the traffic on this line is a problem that is not at all easy. At this time or a little later, the management of this line of railway, which is so vital to Russia and hence to all of the allied forces, was offered as a commission to Sam Hill. More than two weeks ago he left Portland where he has large interests and is by this time on the ground at Vladivostok where he will take charge of the traffic de partment of this road until Septem ber at least, it is said.
