Beach Roads to Be Improved. Newport. Initial steps have been taken to establish hard-surfaced or planked roads along the beach In Lin coln county, the coast line of which Is miBiirpuHHfil In scenic beauty. Al ready the road has beon planked lead Ins; from Waldport to the beach and from South Deach, across from New port on the Waldport stage line, to the beBfh and around Seal Rocks, on the south shore of Yaqulna Bay. North of Newport the road to Agate Beach will be completed by August 1. Work on Csnal Likely to Begin Soon. Oregon City. Judging by present activity of government engineers on the sito of the locks and canal, active reconduction will begin In a few weeks. Shipments of machinery are being received almost dally. A large quantity of supplies has been received from the Celllo canal,- recently com pleted, and It Is said additional ship ments will be received for some time to come. STATES TO LAY WATER PLANS Delegates to Confer on Program to Be Put Before Congress. Salem. That a comprehensive pro gram for the development of the water-power and the settlement of affili ated land problems of the west advis ing congress of the wishes of the resi dents of .this section will be prepared at the conference of delegates of 12 or probably 13 states in Portland Sep tember 21, 22 and 23, la the opinion of Governor Withycombe who has charge of the arrangements. Citing legislation pending In con gress designed to encourage the de velopment of the water-power re sources of .tie west, a possibility of the federal government retulning a preferential reversionary interest in Uie powers developed, and giving the states one-half or less of the prospec tive profits, the recent legislature adopted a resolution providing for the conference and urging the federal government to relinquish to the states the title to lauds needed for water power development. The resolution Invited the legisla tures or governors of Washington, Idaho, Montana, Colorado, California, Wyoming, 1'tah, Nevada, South Dako ta and North Dakota to name five del egates each to participate In the con ference. C. S. HmlBon, of Bend; 8. B. Huston, of Portland; Edgar B. Pi per, of Portland, and W. Lair Thomp son, of Lakevtew, were elected Oregon delegates with Governor Withycombe as ex officio' delegate. Through an oversight Arizona and New Mexico were not mentioned in the resolution, but Governor Withy combe has received assurances from the executives of these states that they will name delegates. Kills Himself at Police Headquarters. Portland. As he stood before the desk sergeant at police headquarters here after he had been arrested for falling to pay a taxtcab fare, T. H. Pearey, manager of the International Harvester company of America agency at Newberg, stabbed himself with a pocket-knife and died 10 minutes la ter. ' 8hoots Estranged Wife at Marshfleld. Marshfleld. Frank Gilbert, a recent arrival from Colorado, went to the home of relatives of his estranged wife, with whom she was staying, shot and seriously wounded Mrs. Gilbert, and then fired a bullet Into his own brain, dying instantly. Grants Pass Railway Station Robbed. Grants Pass. A masked robber se cured $258 from the Southern Pacific ticket office here, after holding up Operators Grlevey and Altlg at the point of a revolver. Salem Club Gets 800 Members. Salem. At the close of the three days' campaign for members for the rejuvenated Salem Commercial Club, announcement was made that about 800 had been received.
