STOCKMEN USE FOREST LANDS The tional report of grazing in the na forests for the ficcal year 1906-1907 has been completed. The total area of all the forests if over 156,000,000 acre, hut stock is not pastured in all of them. Sheep, goats, horses, and cattle are the kinds of live stock enter ing into the statistics. In one region cattle and horses predomi nate, in another sheep and goats. Stockmen who wish to make use of the range apply for per mits. Thev state the kind of stock they have, the quantity and location of the range they want, and the oflieers in charge make allotments, apportioning the avail able pasture among the applicants on as equitable a basis as practi cable. During the year just closed the report shows that 23,662 appl cants for pasture were approved, and of these applicants 21, TSS paid fees, and were granted permit That was 92 per cei.t. Last year there were 18,040 applications, and 16.593 permits, 92 per cent. The fact that the ixrcentane of permit was the same in both years tends to show that the n.ethod of transacting the business is systematic, and that great flue tuations need not be expected. This year the total number of sheep and goat on the ranges by permit was 6,657,063, and of horses and cattle 1,200,15S. Last year the totals were, sheep and oats, 4,263,100, and and cattle 1,025,148. horses AREA IS INCREASED. The increase m the number oi stock on the ranees lor this , year is clue almost wholly to the in creased area of the range, and does not mean that the pastures are crowded more this year than last. The total area of the forests is several million acres more this year than last, and a greater num ber of stock can be accommodated without an increase per acre. Many stockmen living on the borders of forests have range of their own, but to reach it with stock it is frequently necessary, or convenient, to drive across por . . . . . tions of the forests, lo do this they are required to obtain a per mit, but no charge is made for it I his year w such permits were granted, and 36,807 horses and cattle, and 2,051,830 sheep and goats crossed. Last year 259 per raits of that kind were issued and 12,626 horses and cattle, and 592, 540 sheep crossed. SOME TRESPASSERS Sometimes stockmen who live near forests, or have stock near them, allow their stock to drift across the line. If this is done carelessly, negligently, or wilfully it is considered trespass, and the offender is subject to fine, and may also be liable to pay damages The number of trespass cases this year was 183 and 168 of these set tied without going to court, tnat is they paid the amount agreed upon as just. The remaining 15 had not yet been settled at the close of the fiscal year, but it is believed that most of them will do as the others have done. There is little disposition to go to law or make trouble over such matters.' The total damages collected for tres pass for the year was $5,576. Anotner Kind ot permit is is sued in certain cases. Sometimes a man owns land inside a forest or partly surrounded by it, and rather than fence it to keep his stock in, he signs an agreement that if his stock is allowed to graze in the forest, other stock in the forest may graze on his land. Arrangements of that kind are frequent, and are often very con venient and satisfactory. He simply swaps his range for an equal amount of grazing outside his lines, and it is all used in common. . This year 615 such per mits were issued, for 15,624 horses and cattle, and 182,622 sheep and goats. Last year there were 214 similar permits, and the stock affected consisted of 18,823 horses and cattle, and 118,400 sheep and goats. The total receipts from grazing permits for the fiscal year just closed were $858,856,83. For the preceding year the amount was $514,692,87. The business relations between stockmen and fore t ollicers, throughout the entire grazing region, have Iwn ploMsnt nd satisfactory. No m-rions trouble or niirnindoriitandiniJ occurred ny- where during the year. Cattle Rustlers Busy A dispatch from Lewiston Idaho says cattle rustlers nav again paid their respects to Idaho. They gathered up 190 head of fine cattle from the range south of the Salmon river and disappeared with the entire band. The report was received at Iwjston by Sheriff Lydon, who .ti i . . i - rfi . was instructed nv ine snerin s office at Weiser to look out for stray band of 190 cattle, which supposed to hive been driven into the I-ewiston country. Net Perce county was the hostess for the rustlers few weeks ago, when 135 head of cattle were gathered from the southwestern section of the county and rushed across the Snake river into the wilds of the Blue mountains of Oregon. It is believed here that an organized band is operating in the country and driving the stolen stock into the remote sections of the upper Snake river vallev and adjoining mountain country. The Irrigation Congress Three thousand is a conservative estimate of the delegate body m the coming session of the Rational Irrigation Congress which meets m acramento, eptemner z-i Every section of the country will be represented. The Atlantic and Southern and middle west states more largely than at any previous meeting. Some of the most prom inent men of the nation, in every department of human activity will be present. The speakers who will address the congress, consti tute as distinguished a body ai ever appeared on any piattorm in this country. Uur insular posses sions and several foreign lands will be included in the list. The ?cope of subjects considered by the congress is broader than ever. It comprehends the whole proposi tion of the wise conservation and development of the basic sources of national wealth and pros perity. Typewriter for Sale.
