PAGE A6, KEIZERTIMES, JANUARY 13, 2017 police scanner Carjacking suspect detained by samaritans A man suspected of attempt- ing to carjack a woman at a Keizer apartment complex was held down by witnesses until Keizer police could make an arrest. About 2:45 a.m., Keizer of- fi cers were dispatched to 1607 Chelan Street N.E. after a breathless male caller could be heard yelling, “Help,” over an open line. Upon ar- rival, offi cers found a man being held down by a F. Montalvo group of wit- nesses in front of the address. The man was later arrested and identifi ed as Francisco Mon- talvo Jr. The victim alleged Montalvo grabbed her hair from behind as she unlocked her 2012 Fiat and demanded that she hand over the keys. She slipped the keys into her pocket and began yelling. The struggle continued and she threw elbows until the man let go of her. Witnesses heard the com- motion and chased after the suspect before catching up to him in front of the Chelan Street address where he had broken a porch post in the at- tempt to fl ee. The victim said she recog- nized the suspect as a brother of a resident who lived nearby. Montalvo was charged with third degree robbery (attempt- ed carjacking), unlawful use of a motor vehicle, unlawful pos- session of burglar’s tools and criminal mischief.
