Making Some Timely Facts Plain To All Customers ( of the Idaho Power Company As your ngents, wo believe at all times in a frank statement of our business methods, our rates, our cost of service, our valuation and other conditions af fecting our relations with customers. Just now you are asking these questiens: Why was a valuation of tho Idaho Powor Company property mado? What is tlio purpose of tho hearing before tho State Utility Commission in April, 1921? Aro uniform rates charged to all customers for the samo class of sorvico? Who should pay tho coat of extensions mado to rondor now ser vice? Let us discuss these questions in a straightforward 'manner. "What we havo to say can be substantiated by public records as well as the records of our Company. Valuation Oponly Arrivqd 'At Under tho laws.of the State of Oregon, all utilities furnishing you with seryice are entitled to a return covering the actual cost of rendering that service plus a fair return on the value of the property used in rendering such service. The Idaho Powor Company started a valuation of its property early in 1917, within a few months after the organization of tho Company. War con ditions compelled us to suspend that work. In 1919, the Legislature of the State of Idaho, Jit its Fifteenth Session, passed a law requiring every public utility in tho State, except railroad cor porations, to file with tho Public Utilities Commission of Idaho an inventory of all its properties within tho State, showing in detail tho cost of construc tion, or tho cost of replacement of such properties. In compliance with this law, our valuation report, the result of eighteen months' work of a corps of 50 engineers and clerks, was filed with tho Idaho Commission on October 15, 1920, and later filed with the Public Sorvlco Commission of Oregon. Rates Not in Question Now Secend: That we havo no application for an increnso in rates now pending beforo tho Public Utilities Commission of Idaho or tho Public Service Commission of Oregon. Third: That rates for servico of this utility, or any other utility in tho State of Oregon are, under tho law, to bo based upon tho value of property used and useful in serving utility's customers, and have no relation to ho bonds, stocks or oilier securities which the Company may havo issued. Unequal Rates Feurth: Duo to tho fact that the Idaho Power Company took over to business of a numbor of dlfforent powor companies, and has continued to render servico at the rates of these old com panies, lighting- and small powor customers In certain portions of our torrltory are receiving service at rates that aro from 20 per cent to 30 per cont raoro than those paid by sUnllnr customers In othor parts of our territory. It would appear advisable, when tho actual Valuo of tho property of this Company has bon determined by tho Commissions, to have adoptod and approved a uniform set of rates to apply throughout tho outlro territory served. SS m m m Extensions Fifth: As previously stated, the Power Company is entitled o recolvo, according o the law of Oro- is gon, rates to cover tho cost of all service nnd a fair return on tho valuo of Its, property. Hi Therefore, when extensions aro made to serve customers at a dlstnnco from tho Company's a system, all the cost of such servico must either be borno by tho cuBtoraor requiring tho oxten- Hi slon or else a portion of the cost by all customers of tho Company In the form of hlghor ratos.
