To Superintendents and Other Bonded Officers of the Indian Service: By order of the Secretary of the Interior, dated March 28, 1910, educa tional detail under pay of the position will not he granted hereafter to any of the employees of the Indian Service to attend summer schools, Should employees wish to increase their efficiency along any particular line' of work, they may be granted leave without pay, provided their services can be dispensed with for the time so occupied. All instruction? relative to educa tional detail heretofore issued by the Office are hereby abrogated. The annual leave of employees is not affected by this order. Copies of this circular should be posted and, as far aw practicable, employees should be otherwise notified of its contents. Superintendents are requested to ac knowledge receipt of this circular by May 1. Very respectfully, R. G. Valentine, Commissioner. BERLIN'S MESSENGER GIRLS. The messenger girls, the latest addi tions to the London streets, have already their counterpart in the German capital, A number of girls, says the Liverpool post, have now been enrolled in Berlin, and, in spite of the imperial edict against the use of foreign words and phrases, they are known as "messenger girls." Their uniform is both a pretty and serviceable one. The coat is made of light colored cloth, with black braid, and fastened with three frog buttons. The portfolio is of black leather, in which letters and other documentsor small par eels may be carried, The Fkirt is black and box pleated The cap is round, like that formerly used by our cavalry, fixed with a strap under the chin and worn well tilted over the ear, which gives them quite a jaunty, military air.
