The workshop will begin at 8 a.m. at City Hall. Discussion items include a provision for temporary business licenses, changes in the regulation of transient merchants, and changes in the fee structure for public events. Moody’s: drought shouldn’t affect local gov’t credit SALEM (AP) — Moody’s Investors Service says Gov. Kate Brown’s drought decla- rations in 23 Oregon counties should help maintain credit ratings for local governments. In its weekly credit out- look, Moody’s says the drought can have a negative impact on credit ratings, par- ticularly in agricultural com- munities. But the agency says Brown’s declarations open up access to emergency water- use permits and the temporary transfer of water rights. Moody’s says the vari- ous water management tools, along with a small amount of additional funding, should sufficiently mitigate the credit risk posed by low- water levels. Credit ratings in the affected counties are not expected to drop unless drought conditions worsen. She moved back to Bend a year ago and got back into her painting. “I pulled my pastels out again and have been going to town,” she said. Actually, she mostly goes to the country. She’s the founder of Plein Aire Painters of Oregon. Plein aire painters do their work in the open air, outdoors. While she’s fond of pas- tels, she also works in oils.
