"It is my opinion that prosecution under the present anti trust act is not a sufficient remedy,'' Kellogg stated. "There should be dcpnrtnent of the government having power of aupervis ion, not necessarily interfering with the business of the country, but pos sessing the power to investigate pub lish facts and take immediate action to revoke a lieense if a corporation abuses its power. With this power in the federal government tnere will be less likelihood of price fixing agree ments. The bill provides, however, if the hcense is forfeited, the corpora tion may protect its r'ghu in the courts I would not give to any executive board of the government the absolute power to bar a corporation from engag ing In interstate commcrte." The bill also reguhlcj the issue of stock and securities by turn corpora tions and requires all stcc issued to be fully eovered in propcity or money. This is in accordance with a Jotter received at the Commercial club from ('. H. Martin of the gcnoral recruiting station at Portland.
