A Possible Beserrttloa
Hut if the eenato ii of the opinion
that the tm of the word "regional un

general piirpiiie and effect of the lea

I'pon this point the official commen

and add:
"The origin of the Mcnroe doctrine
U well known. It wan proclaimed In

this doctrine, while should any dimto

Thia commentary received espeeiul
force from tho fact that Kuijland had
a close historical connection with the,
proclamation of the Monroe doctrine
in 1S23 and in the Venezuelan dispute

operation of the covenant. If, therefore
a case within the principle of tho doc

in the jurisdiction of the leiijftie. Even
if a question whether the doctrine ex

canes where doubt has existed as to
the applicability of the doctrine, and
tho belated assertion of President Car-raiu-a
that it is non existent, it i now

Hut it is too lute to have forebod
