ness of the Oregon statutes is especial
ly shown in the rapidity with which ad
judication cases are disposed of.
Following upon the revelation of a
defeetive stretch of paving en the Ger
vais4Salem highway, the highway com
missien yesterday started men upon the
work of inspection. For this purpose a
series of cuttings will be made in the
hard surface on the entire nnit in order
to determine whether it is of the .prop-
cr thickness and constituency. To
(guard acsinst anv possible recurrence
of such defective work in future. State
Hig'hwav Engineer 'Nnnn states -that a
special inspection department will be
instituted in the highway corps, and
it is understood that l'rof. H. S. Graf,
of the Oregon Agricultural college, will
be placed at the head of the group
with a view to making a rigid scrutiny
of all paviug plants as well as of all
paving laid, so that the state will re
ceive full value on eveiy contract
awarded. Regarding this particular in
stance (Miairman t. Hen sun said in an
interview:
"The svstein we use is to have a lo
cal inspector on a job, whose duty it
is to sec that the pavement ia laid ac
cording to specifications, regarding the
mixture and thicknefs and such other
details. There is a resident engineer
who makes casual inspection. Then, fin
ally, the state highway engineer, Her
bert 3iunn, goes over the work and
uiakes ruts -to see that it is of the
proper thickness. A contractor may get
by with the local inspector or ptsKi
bly with the resident engineer, but he
eun't get by on the final Inspection.
"If this had not been the first con
tract of the Blake-Compton company,
they would have known about the fin
al inspection. The state will lose noth
ing, for the surety bonds amply pro--
tect the state. This is not the first
time that we have found contractors
trying to put something over on, us. It
has occurred before snd we have
caught the contractors at it and made
them make good oiuthoir contract, but
we aid not make it a matter lor pub
licity. Tho corrections have -been made
quietly."
