Among the measures to be submitted
to the voters of Oregon tomorrow is on
which while it has set been duruseeti
much i the press, so far as I have ob

the ballot, which provides for honorably
discharged soldiers, sailors or murines,

to be hoped that every voter will care
fully read the able argument in behalf
of this mea sure in the official pamphlet

To the present writer the outsttuding
reason why this measure should be
passed are twos
1 It is to the interest of the state.
Every one recognizes that the leaders
of Oregon in the near future, those whs
will largely shape the fortunes and des
tinies of the state, are to be the boys
w ho have passed through the perils
and hardships and triumphs of the patt
two years. Many of them entered the
army out of the school room, breaking
abruptly the course of their education
Many fiud themselves after the lapse of
the two years so situated, by reason of
changing circumstances, that it will be
very difficult for them to resume their
courses in school, unless tssisted. More
over the call of active life wiil keep
many from returning to school, unless
this encouragement be given them. It
is to the primary interest of tho state
that those who are to control its destinies
should have the highest standard of
education which the schools can fur
nish. If it is to stir interest that schools,
high school, and college should be main
tained, how much more it is to our inter
est to' give our returning soldiers, it this
critical time of their uvea, this relief
while, attending them.
2 It is only rudimentary justice to
the boys themselves. They have gives
two years out of the prime of their
young manhood, most of them for about
$30 per month, out of which they had to
pay their insurance, to say nothing of
tho risk of sickness, death or wounds,
which actually ecme to many thousands,
while those who remained at home re
ceived the abnormal wages which the
