The war department has committed itself to the re
building of the National Guard. This is good news to
large numbers of people who have feared that the Guard
was destined to disappear through federal hostility or
neglect.
There used to be a good deal of criticism of this mil
itary organization. But there has been little of it for
the last year or two. When the Guardsmen were put to

BLESSING OF BOLSHEVISM.
Things are happening fast in Russia now. Bolshev
ism at last is on the toboggan slide. ' The 'things which
leevl-headed critics of the Lenine-Trotsky regime fore

tatorship" which hoped to dest'oy all the "capitalistic"

The Bolshevist armies have been beaten almost
everywhere, time after time, in recent weeks, until they
have hardly another good fight left in them. That is only
a symptom. They are going to pieces because the indus
trial system behind them is disintegrating.
A dispatch from Geneva the other day announced
that in the last three months hundreds of thousands of
industrial workers have deserted Moscow and Tetrograd
and gone into the country to become farmers. The ex
odus is estimated at 70 per cent of the workers. As a re
mit, hundreds of factories are idle. The workers left
because they were paid only with worthless paper money
and found life in the cities impossible.' They stole and
took with them, whenever they could, raw materials and
manufactured goods from the factories to exchange for
land and livestock.
The big industries, which were previously .losing
money right along under the ignorant and shiftless Bol
shevist control, are ruined. In the hope of staving off
the final catastrophe as long as possible, it is said that
dr astic measures have been adopted to end the desertions.
The workers who remain in the industrial centers are ob
liged to labor under surveillance. Anyone suspected of
disloyalty is arrested. In some factories the men are kept
virtual prisoners, working within barbed wire fences,
fkfping in barracks and guarded day and night by
Chinese mercenaries who shoot them if they try to es
cape. Such are the blessings of Bolshevism! In the country

A light was dawning!
What Americans in their materialistic pride used to
call the "almighty dollar" is not yet literally almighty,
even in the restricted realms of finance, but it is almost
that. "Dollar exchange" which means the right of Ameri
can bankers and merchants to use the dollar as the unit of
value in their foreign dealings, is now almost universal.
The pound and franc and mark and lira and the rest take
a back seat. '
The mightiness of the dollar is shown strikingly in
current rates of exchange with various European coun
tries, especially our late enemies. A dollar used to be ex
changeable for about four German marks. Now the
mark has sunk so low in value that an American dollar
buys 12.G marks, and all food and other supplies from the
United States are sold in Germany on that basis.
It may easily be guessed, from comparative values,
how much chance German financiers have, and will have
hereafter, in competing with American enterprise any
where in the world.

There should be some limit placed upon road con
tractors when it comes to tearing up the highways Upon
which thev have paving jobs. For instance, every foot
of the Pacific highway between Jefferson and Albany
has been plowed up of-dug up. It has been cut up by
travel while soft from rain. Now it is baked and hard
tnd so rough that it is unfit to travel and there it lies
with practically no work going on at any section of it,
and ho prospects of it being made fit for travel for
months to come. It is characteristic of road contractors
to tear up and plow up everything in sight but the offi
cials of the highway commission should seek in some way
to curb this disposition to disregard the rights and con
veniences of the public. It such action is not taken there
will not be a road fit to tiavel in any direction from Salem
or any other town of impo-tance in the state.
