Among oilier beneficial changes the new law provides that a landowner may, turn over a ixirtion of his land to n initiation district as an offset ngainst the irrigation charge against the bal ance of his property. 1'rovision has nlso been made for the inclusion of I.. nd iu un irrigation district by units, thus enabling a district to segregate those portions that entail a high cost of reclamation and assess them according to the cost of reclnmntinn. Formerly it was customary to Include all tenets of land in the ilistrict at a uniform cost thus tending to exclude from districts those portions thut would create a hcav ier cost. An amendment passed now provides that irriuible and till able lands lying within the confines of Ki municipality may be included in the irrigation dis ttrict, thus making available a consider able urea heretofore shut out. Another statute provides for the certification, of drainage district bonds in the same nu.iiiicr lis irrigation bonds. The en tire work or revision of the laws has been favorable toward irrigation and reclamation interests. Ktate Forester Klliott, commenting upon the proMisition of the Portland Aero club to secure federal ro operation with the state in forcNt fire prevention bv airplane putrid, expresses the opinion that nothing in this line will be r.ecom plished this season, though Henntor Me N'ury has brought the matter before the department at Washington. The as sumption was that ns, the government has r.n immense amount of air material on hand and no particular use for It, a , part of the equipment might be ap- portioned to Oregon where it would be utilized in tho protection of both pri ( vute and government timber. Some thing of this kind will bo douo in Cali fornia this year because of the fact that California hr.s the equipment already on the ground, along with amply flying grounds. Oregon must resort to heavy expense in this line before airplane serv ice could be made available. ITowever, Mr. Klliott point to the vast service the air patrols could render in Oregon and expresses the opinion that another year will find the niiplnnes on the job. A visitor in the forester's office makes the suggestion that the government might at the same time utilize a lot of ! its left over air bombs bv dropping itheni in the immediate vicinity of the fool or I.
