Engineer Cupper returned Saturday from a trip to Suthcrlin whore he weni to look after the matter of a propose irrigation district. The farmers and fruit men in that valley have just clos ed up negotiations whereby they took over the holdings and water rights of tho big orchard company that has been operating there, and have ivoted to form an irrigation district comprising about 4000 acres nearly all of which is set out to young orchard. This sec tion gives promise of being one of the richest spots in western Oregon.
