Studebaker first class condition $450 Proposed Law Pro-i Tides Compulsory Military Training In High School Power of property owners to block county road construction or improve ment by remonstrances is repealed by the provisions -of s bill introduced id the senate today by Senator Shanks, 1 The bill eliminates entirely the pres ent form of remonstrances and pro vides that after the county commission ers have received the report of the road viewers and heve given property own ors an opportunity to be heard they may proceed with the road improve ment if they deem it advisable. Senators Thohmas and Ls-chmund in r reduced another bill relating to pav ing specifications. The bill provides that all bids for the construction of highwuy or streets shal be b&scd upon plans one specifications which shall be filed in the office of the official call ing for the bids previous to tho it&u aneo 'nf tae eall or bids. The bill is intended for another jr. at the patented pine merit concerns aul is tuppootd to shut such concerns out from Submitting their own specifica tions as a basis for" their bids. Senator Hurley introduced a bill this tf tcrnoon providing for compulsory mil itary training ia every high school is tho stale, and requiring every boy in such schools to take the training, un-J less excused for certain specified reason. A nou salaried commission, to con sist of tho Pii; (untendent of public in struction i. id two other members, one each to bo appointed by the boards of resents of tho U. oi O. and the O. A. C, is created to probciibc a course in mili tary training and to adopt rules in re lation to it. An officers' training camp is to be established at tho University of Ore gon, for which an appropriation of $20,- 000 is provided to cover the cost of employing instructors and buying guns, ammunition and other equipment. It is provided that too measure shall become effective next September and not less than three hours a week shall be devoted to physical training and military drill. Anothr bill, introduced today by the senate judiciary committee makes It un lawful for any person or firm to solicit on account of claims for personal in juries to any person. It strikes at what is known as the "ambulance chaser or persons who engage in the business of working up suits for damages as the result of acicdents. " 'The. bill makes it unlawful for any lawyer to aeeept from any -such solicitor any claim for damages, or to bring an action for damages on aeeounl of ny claim obtained by such attorney from such solicitor. -The bill provides a pen alty of a fine of not to exceed $1000 for violations of the set. It confers upon the chief justice of the supreme court the power to assign circuit judges to held court in any eounty in the state during any term of eonrt ,and makes it the duty of the chief justice to see that a suffi cient number of judges is assigned to duty from time to time in the several counties to transact the business of the court as promptly and expeditiously aa possible consistent with the orderly administration of justice. Senate bill 79, by Bell, came up for third reading ia the senate, but was rereferred to the eeaunitte on education when number of the senators objected to allowing it to apply to school dis tricts of the first class. It provides that the county treasurer shall be cus todian of all school funds and that such fumis can be disbursed only upon war rants drawn upon the treasurer. The senate passed the following bills: S. B. 86. By the judiciary committee Providing that tenants who rent prop erty month by month must give 30 days notice before vacating. S. B. 71. Bv Jones. Prohibiting the operation of seines in the Biuslaw river, H. B. 60. Bv Sheldon. iSmpoworing the stato highway commission to sell unsuitable equipment. The senate also passed house joint resolution No. 7, which provides for the appointment if two' senators and three representatives as a committee to investigate the cost of codifying the laws of Oregon and having them pub lished. Another house resolution was passed, which invites soy person or organiza tion to offer suggestions on plans for reconstruction for the benefit of the returrhijr soldiers.'.
