SCHOOL BUDGET WAS DEFEATED, BUT THERE WILL BE KEW ELECTI01 Only 374 Voters Took Trouble To Express Opinion. 267 Were Opposed At the annual election held last Sat urday when the assessed voters of the city were asked to express an opinion as to the school budget for the coming year, only 374 voters took the trouble to express and opinion and of this number 267 were opposed to the pre sent school board and it budget while ouly 107 were favorable This is the first time in the history of the eity when a school board has been defeated in its proposed budget for school expenses and the general opinion has been expressed that the defeat this year was due to the negli gence of those who were satisfied with the present board while those opposing were most active in getting out votes. However, the fact that the budget was defeated' docs not mean that schools will close, nor will their efficiency be impaired for lack of money, as con tracts for the school year ending next! June have already been signed. It does mean that another election will be held this month when the same budget will be presented to the asses sed voters of the city, and also that an effort will be made to explain more definitely to the voters what the board of education has been doing the past year and what it proposed to do with the money asked for in the budget. Under Section 3665 of the state of Oregon laws relating to assessments and taxation, Ben F. West, county as sessor may make a reasonable exten sion of time for the filing of the no tice of the school levy, if the applica tion is made to him in writing. Ordin arily such notice of levy must be made by Doc. 1. Under this ruling Mr. West says he will extend tbo tiino 30 days and this will give the citizens of Salem who are interested in the welfare of the schools an opportunity to fully ex press themselves at another election The law especially includes school, dis tricts wherein the county assessor may extend the time of filing its notice of levy. Hence as the matter now stands, the school board will probably call an elec tion this month and put it straight up to the assessed voters in Salem as to whether they are satisfied with the way the city schools are being managed or whether they want a new deal. A special meeting of the board of directors of school district No. 24 has been called for Thursday evening of this week, to be held at 8 o'clock in the office of the Board of Education for the purpose of discussing and adopt ing a budget for the school year 1918 1919 and on the further purpose of fix- in? a date for holding an election thereon, and to instruct the chairman of the board to take the necessary steps for holding the election.
