Moore, justice of the Oregon supreme court, will Tie elocted at the time of the regular elec t'on on November 5, according to an opinion given by Attorney General Brown to Governor Withycombe today. Voters will mako their selections by writing in the namo of their choice; as no nnmes of candidates will be printed cn the ballots. In the meantime Governor Withy combe will make a temporary appoint ment the appointee to wrve until the first of nert year, .t which time--the person who in elected will take the'.of ficc. Governor Withycombe ststed todny that his appointee will be Multnomah county man, as one-third of the statoN population is in that county. .It is pre dicted that his appointee will be State Senator Conrad P. Olson, who man aged the governor 'a political campaign prior to the primary election. The governor's announcement that his appointee will bo a Multnomah man excludes both Judge Coko of Marsh field and Judge Kelly of Albany, two aspirants for the republican nomination in the recent primary election. Bulgaria Wants Truce. Londm, Sept. 27. Bulgaria has of fered an armistice, it was announced hero today. The announcement came in a dis patch from Ceopenhagen, stating it was officially reported from Germany that Bulgarian Pivmicr Malinoff had pro posed an armistice to the entente. Berlin has learned, the dispatch caid, that Malinoff's proposal for an armis iee was not supported by the other members of the cabinete or Czar Fcr dinand, and cautf.-d great dissatisfac tion throughout the country. Strong measures have been taken to support the Bulgarian front, it was sta ted. A counter movement against Malm off 's proposal already has been started in Sofia, according to a dispatch from that city, by way of Berlin and Copen hagen. .
