The United States has its hands full !n training the men who have been drafted, and a second drsft is to follow close upon the first It is impossible for the United States government to deal immediately with the large number of aliens that will be brought within the selective draft law by the draft convention which is soon to become operative between the British Em pire and th.e United States. Mrs. Hubbard was originally loaned $45,000 by the trust romppny, of whh-n $15,000 lias been paid. When it was found desirable, t'o build two more stories, an additional $30,000 was loaned, and when the building was completed, an additional $10,000 was loaned to serve as part payment to Welsh broth ers, the contractors. Welsh brothers were piven a note covering what was reenbauisj Pretty Plaid Blankets 66x80, only $5.00 Sheets 81x90, 85c Toweling Yd. 10c, 15c, and 18c 4 6. V 11 practice, have, their .training Ma chinery in such splendid running order that every Britisher and Can adian who volunteers now or prompt ly elects to join the British or Can adian army when the draft conven tion is signed, will speedily get to the front where he is needed. I know of one case where a Canadian volunteered in the - United States, was trained, went to France, fought for his country and was invalided home all within six months. "Under the general registration last June 121,184 British sub jects in the United States between the ages of 21 and 31 were enrolled, and this number did not include those with first papers. When the convention becomes effective there will be an other military registration day for British aliens in this country be tween the ages of 20 and 21 and be due them in excess of the $10,000, John Bayne, Mrs. Hubbard's attorney was given a mortgage for $1,500, and tho United State National bank was given a mortgage which was secured by the lease of the Oregon Electric railroad, to on which tho rental paid was to apply. This has been reduced to $1,241. When Mrs. Hubbard failed to make the necessary payments on the, notes to lie Alliance) Trust company, the inn; ter was taken into the courts. There Mrs. Hubbard made what wa? practical ly a charge that Mr. Bayne had not acted iu good faith with her, and had served as attorney tor Welsh brothers, who held a mortgage against her. Jus tice Bean exonorated Mr. Bayne, stating that his actions were not unethical or unlawful. Mrs. Hubbard's charge that Welsh brothers failed to account to her for many thousands of dollars was also declared by Justice Bean to be without grounds, and their claim of $9,148, with $400 attorney fees was .granted. The opinion todav arranges the mort gages with the three to tho Alliance odmroiiv first, tho mortgage to Welsh brothers fourth, Attorney Bayne 's noto fifth, and the mortgage to tho United States National bank last. "This registration will bo conduct ed by the United States, and if with in sixty days after the convention is signed a Britisher or Canadian has not chosen to serve in the British or Canadian army, he will be taken by the American draft. In England and British colonies, citizens of 'Hho United States will be subject to mili tary regulations between 9. and 31 and will be taken into the British army if they do not choose within sixty days to join the United States forces. Only 19,000 Britishers and Canadians in the UniteuTjtates have thus far volunteered and been ac cepted. Now is the time for the tens of thousands remaining inactive to join their heroic brothers overseas." This, however, is being paid by tho ren tal of the building. In the original suit', tho Trust com pany asked for judgment against tho building securing tho mortgage, $5,000 attorney fees, and over a thousand dol lars as damages, including insurance. This was considerably cut by tho cir cuit court, $500 attorney fees being al lowed, and $030 damages being allowed. In the opinion by Justice Bean, 1 tho Trust company is allowed $2,500 attor ney fees, and the decision of the lower court in regard to other matters is al lowed to stand. Tho Lake county jaekrabbit law, in which a provision is mado f'tir paying bounties on jackrabbits, was doclared to bo contrary to law, as the provisions of the statutes had not been carried out when the original initiative bill was voted on by the p'eoplo of the county, in in an opinion today by Justice Harris in tho nppoal of L.
