"From the outbreak of the war Mr. Stettinius lias been in full charge of the allies' purchases in this country and has baon responsible for the develop ment of the production of war material. His i.itimate knowledge of war Condi tions in Europe and in the United States as related to industry and the practical means he has used to accomplish his plans pre-emineutly qualify him for his position. "Mr. Stettinius will assume his new duties at once and establish his office in Washington." While his purchases will be distinct from tho navy purchase system, his ap pointment makes him practically a mu nitions director. This step, it is anticipated, will kill .tne vJhamberlain etfort to pass a muni tions director bill. I Stettinius, ona of the country's money kings, has long been associated with J. P. Morgan and company. The enor mous contracts financed through the house of Morgan were in Stettinius' hands and his intimate contact with all war factories and his recognized busi ness ability are considered certain to go far in sweeping aside the halts and bickerings heretofore existent in war purchases. quei of government ownership of tiro rail roads must wait until after tho war, members of the house interstate com merce committee have agreed. As a result of the committee's hear ings a substitute for the administra tion's railroad bill has been prepared by the .-.ommittee and it declares "nothing in the act shall be construed fas expressing or prejudicing the future policies of the federal government con cerning the ownership, control or reg ulation of carriers." This provision was added as an amendment to the last section of tne administration's bill which many con sidered was planned as a government ownership "loop hole." This section originally provided only that the fuel control shall continue as lojig after the war as congress shall desire. The house committee believes the act is "expressly emergency legislation en acted to meet conditions growing out of the war," and that it is not wise to connect up government legislaion with it now. A change was also made in the com pensation plan by the substitute bill. Improvements shall be charged up to tte railroads, the original bill pro vided, and the house committee wants to add to the original compensation plan some recompense in dividends for im provement investments. This additional dividend would be determined by the interstate commerce commission, the substitute bill provides. It also expressly states that the roads shall be 'returned in substantially as good repair as at the beginning of the federal control, or just payment shall be made therefor. Changes were also made in Mie tax ation of the carriers. All extra war taxes and other federal taxes are to be deducted from the amount of compensation the roads will receive from the government but all other taxes "shall be paid out of rev enues derived from railway operations while under federal control." The $500,000,000 revolving ftfnd may also be used to make up auy deficit in the compensation fund, the house com mittee provided. The new bill provides that the presi dent may prescribe a system of com pensation for the disability, or death of employes or he simply may turn over the work to the employes' compensation commission. All claims so paid are to bo taken out of operating expenses.
