it THE DAILY CAPITAL JOURNAL, SALEM, OREGON, TUESDAY, JAN. 1, 1918. SEVEN Building During the Year Will Show Total of Nearly $1 00,000 Kings Products Company Erect First Unit of Great Plant Several Bricks Built During Year. The year 1917 has been one of light building. The cause is easily found, for there are several reasons for it. Like everything else it too must lay the prin cipal blame on the war. The United States entering the war just -as the building season' commenced caused con servative businessmen to call a halt on improvements. March opened with four permits, but April which should have shown considerable increase dropped back to two, for the war had commenced for America. It never picked up again during 1ho summer or in the fall when the heav iest building generally is done. Among the new buildings that of the Kings Products company was ono of the most expensive and at the same time of the greatest importance for it is but the in itial unit of what promises to be Sa lem 's greatest manufacturing plant. The high cost of building material is another cause for a light year of build ing, for it increased the cost at least 50 per cent. The scarcity of labor ad ded to its increased wage, added still further to cost of construction, and the combination made building at this time unprofitable unless it was absolutely necessary. As it was, Salem expended I nearly $100,000 for buildings in 1917. It might be added in this connection that' the county and city have expended $12, 000 for a temporary bridge across the Willamette at this point and .have -ion-tracted for a permanent bridge at a cost of approximately a quarter of a million dollars. However, it is not expected the coming year will show any great build ing activities as the causes of the -closing year's deficiency in that line still exist, and will continue- until after the war. Despite tfhese adverse conditions several miles of street paving have been completed.
