Portland, Or., Oct. 23. All Port land shipyards, employing approximate ly 7,000 men, assumed work at 7 o 'clock this morning, after a complete tie-up, due to a strike, for four weeks. Work was resumed under' a tempor ary agreement drafted by the federal shipyard labor adjustment board and formally adopted by the unions yester day. Shipyard foremen told the United Press this morning that their old crews had returned intact. Coos County forest Fire. One Counter Blow succeeds London, Oct. 23. German troops made a successful counter blow against one new British post in tho southern portion of Houthulst wood, forcing thi British to fall back a short distance, Field Marshal Haig reported today. The German assault came early last night, the British commander in chief reported. This counter blow is the first which the enemy has made in the last two British drives. Another general combined offensive blow by British and French troops bo yond what used to be the Tpres sec tor, was forecast in descriptive dis patches from tho British front today. Yesterday's local attacks by the allies wore held to be tho first of two pre liminary steps to such a concerted drive, designed to widen the edge of the wedge which Haig has, been Btead ily pushing through the German linis since July 31. The point of the British wedge now rests near Passchendacle on the ridge. Yesterday's local attachs, were design ed to widen the anglo of this point to the north. Next, London expects Haig to achieve tho same widening by local attacks on tho south.: Then will come the general assault. Two dread naughts, one cruiser, twelve torpedo boats, a transport and numerous mine sweeoers put out of action or lost, the toll which Germany has been forc ed to pay for her occupation of Uesel, Moon and Dago islands, with the adja cent bit of coast at Wcrder, according to a review of Russian naval opera tions mado public today. The ultimate fate of this big number of ships is un known, according to the statement, but the loss of six torpedo boats was defi nitely established. The German naval squadron suffered from mines, torpe does and the fire of Russian naval guns and shore batteries. The marine department warmly prais ed the Russian fleet for its successful operations and the bravery of its crews against a German fleet which outnum Dered it and outranecd it heavily. 'The statement covered the entire ac tivity of the Russian fleet from the time of the start of the German cam paign in the Gulf of Riga, to the es cape, through Moon island sound, of the Russian fleet.
