County School Superintendent Smith and Frank K- Welles, 1 assistant state school superintendent, went out to the B. K. Cook school this afternoon to at tend a flag raising there. The New York Evening Sun financial review today said: Interest in Wall Street today was centered mainly in the action of the interstate commerce commission with respect to the freight rate increase. That an attempt was made to blow up the cap itol building here yesterday morning leaked out today. Major P. J. Berry, in ehargo of the Third regiment troops here, early yes terday received a report from W. H. McCann, a Columbus teamster, that while passing the state house at 5:45 a', m- yesterday,""he saw a suspicious man kneeling before a cellar window beneath the treasury department. McCann said he walked toward the man, who had a sTouch hat pulled down over his eyes. The man jumped up, Mc Cann said, and grabbed a small box and ran out of the state house yard. Berry inspected the place and found a home made contrivance for setting off high explosives, which he now has in his possession. State House Engineer McGuire re ported to Berry that he had seen two suspicious looking men lurking , late Wednesday in the vicinity of which the apparatus was found. Although new men are yow on the state highway commission and new bridge engineers, it is more than prob able that the plan9 and specifications drawn by the former highway commis sion's engineers will be used. The foundation plans will probably be com pleted in detail, ready to submit to con tractors, in about two weeks. The com mission has considerable work on hand and it will be perhaps two months be fore it can give its time to the draw ing of the details of the superstructure of the bridge, whereby they may be sub mitted to contractors. The materials in the old bridge built 26 years ago are too light and rust worn to be used in any way and will have to be sold as scrap iron.
