Today's stock market was of no
great interest to anybody, reflecting,
as it did, conflicting currents set in
motion by the professional operators,
who were more or less puzzled by what
appeared at intervals to be good out
sido buying by substantial interests.
The result was a wavering market of
very tamo aspect, with prices narrow
and irregular at the opening, followed
by a brief period of fruitless, there
after sellng down a point or so in the
case of the Standard industrials and
in the case of certain specialties like
Bethlehem Steel Ji stock, United States
Industrial Alcohol, Central Leather, 2
or 3 points or more. At mid-day there
was a general stiffening which left
prices not far from the level of the
previous closing, but business became
lighter, indicating that the supply f
stocks was limited when it came to
short covering or profit-taking.
The steel stocks were heavy through
out and at intervals distinctly weak,
particularly United States and Bethle
hem, because of Hie tax outlook for
those companies as suggested in Judge
Gary's statement.
The railroad list was quiet in the
j main, but there were moments of com
; parative animation under the leader
i ship of Union Pacific and Reading,
both of which advanced more than a
point.- Bonds were quiet and firm.
Money rates were unchanged.
COMMITTEE AGAINST IT
Washington, April On a test
vote the principle of the selective draft
incoprorated in the general staff army
bill was beaten in the house military
committee this afternoon by a nine to
eight vote. One member present Field
of Kentucky did not vote.

Alaska Pleased at
g of Krause
Juneau, Alaska, April 17. The body
of Edward Krause, escaped murderer,
who was shot and killed Sunday after
noon by Arvid Franzen, was brought
into town yesterday afternoon and a
sigh of relief spread over southwestern
Alaska.
. With a bullet in his body, Krause still
had enough strength to make a desper
ate attack upon Franzcn, though he
finally was brought to the ground with
a second shot. Franzen told the story
of the capture of the murderer to a cor
oner's jury here, which exonerated him
and recommended that the $1,000 re
ward offered by Governor Strong for
Kause, dead or alive, be paid to Franzen.

Three Remonstrances Against
Abolishing Office of
Police Matron
One of the important things coining
before the Salem council last night was!
an ordinance introduced by Council-'
man Unruh allowing the Salem street j
railway system to make a change in 1
the kind of cars that will be run over i
the streets. The change contemplated j
is from the double truck style of carl
to the single truck, which is consider
ably lighter. This type of car is known!
as the Forney car and is in use in So-j
attle and llellingham, Washington. Thei
difference between the double trucks'
and the single trucks is a matter ot j
much weight, as the latter are about;
14,000 pounds and the former -to.OOO. 1
There are six single truck cars now i
in ubo under special authority on the
Salem lines.
The ordinance granting authority to'
make the change was introduced last
night, and on explanation of Superin
tendent liillingslov that it was neces
sary to have immediate action on ac
count of the difficulty in getting ship
ments from the east, the rules were
suspended and the measure brought to
a final vote and passed.
In the discussion concerning whether
or not the ordinance should come to a
vote at this time, Mayor Keyes was
in favor of postponing and investigat
ing the franchise provisions. Council
man Unruh insisted that the vote be
taken and after some parliamentary
tactics this was done.
About Police Matron
Three different remonstrances a
gainst the ordinance introduced by
Councilman Unruh to abolish the office
of police matron in the city of Salem
were read. One of the remonstrances
presented contained the names of about
400 Salem citizens who expressed them
selves much in favor of retaining the
office. The second remonstrance was
presented on the part of the ministers
of the city, and the third by the wo
men of the W. C. T. U., who expressed
themselves as being in favor of the of
tieo being maintained. It was shown
also that the public in general is tak
ing the matter up and that when the
ordinance comes up it will bo hard
fought from start to finish.
The matter of the Twelfth street
paving cases was brought up and City
Attorney Macy gavo notice that he
intended to secure a rehearing of the
case, which was decided against the
city in favor of the property owners j
who objected to the assessments. The!
supreme court decided that the bids
had not been advertised according to
the provision of the charter and were
therefore not legal. As a result of this
decision, if it stands finally, the city
will be compelled to repay the assess
ments already received from property
holders on that streets. It was inti
mated that the question Would be
brought up at the next city election in
the form of an initiative 'measure to
repay to all property holders in the
jcity assessments made for street nu
' proveinents. This would mean a-repayment
of about $1,500,000.
To Have Street Signs
Bids , were opened last night for
street, signs and the bid of Ilodsou
Freenaughty of Portland, were accept
ed. The signs are to be furnished at
sixty five cents each. The council de
cided to purchase 250 of these cigns al
though the street committee recom
mended the purchase of wooden signs.
To be in line with other cities of
the country in requiring that all busi
ness houses fly the American flag,
Councilman. Jones uskod that the or
dinance committee be instructed to
draw up nn ordinance providing for the
flying of such flags. It was the opinion
of Mayor Keveg and City Attorney
M'uc.y that such an ordinance would be
unconstitutional. However, they sug
gested that a resolution might prove us
effective. Councilman .Tones agreed
that if a resolution would be as effect
ive he was willing to let it go at that.
The motion passed with only thrco dis
senting votes.
A special committee composed ot"
Councilmcn Wilson, Klliott and L'nruh
was appointed to investigate the pur
chase of a rock crusher for crushing
rock required for street work.
Cement Bids A Tie
Four Salem firms submitted equal
bids to furnish the city with cement
and the city recorder was instructed
to enter into a contract, with each.
Insructiou to go uhend with the con
struction of a pile bridge over Mill
Creek on Mouth Capital street was giv
en. The bridge is located between Mill
and Oak streets.
A petition from the parent-teacher
cir.de of the Lincoln school requested
that the council take action in quar
antining cases of whooping cough. The
petition was referred to the ordinance
committee.
The ordinance prohibiting the use of
the national anthem, "The Star Spang
led Banner," in medleys or parodies
was passed by the council.
The ordinance requiring a license fee
of $10 a year from garbage collectors
was passed. The money derived from
the licenses ifoes to maintain a city
j dumping ground.

German Socialists i
Want Action and Not
After War Promises
Amsterdam, April JT. German of
ficial promises of governmental reforms
without any steps in fulfillment, have
resulted in formation of a new anti-gov-crnment
party, Berlin dispatches an
nounced today. The new group, an 'off
shoot from tho regular German socialist
party, is to be known as the indepen
dent socialist democratic party. Its
platform is democratization of the Ger
mnn government. Hugo llaase and
George Leclebour, active leaders in the
new reform movement, are bitterly op
posed to tho' supine manner in which
their brother ' socialists have received
mero promises of electoral reform with
out any action to this end.
The Berlin dispatches today said
there were at least 15 socialists in the
rcichstag who formally subscribed to
the principles of tho new party.

For German Submarines
Pan Francisco, April 17. That a
hunt for German submarines and sub
marine bases off the coast of Lower
California and Mexico is now in pro
grss, under the direction ot the navy
department, was reported this after
noon, 'United States warships liavo ben
cruising in these waters for two weeks,
the reports stated.
Captain Gilmer, head of the Twelfth
naval district, would not confirm these
reports. It was stated in other quar
ters, however, that such a hunt is in
progress.
It is understood the navy department
is striving to put to rest rumors that
have been circulating on the Pacific
coast for two years regarding subma
rine bases and coaling stations on the
Mexican coast. Small coves and niiiin
ture bays there are said to have been
examined.
New York April 17. The operation
on Mine. Sarah Bernhardt scheduled for
todav has been delayed by her physi
cians. The actress' condition is still
critical, according to the latest bulletin.
