The survivors' stories differ as to the number of submarines concerned in the unwarned attack. Most of the crew said there were two. Pasengers, how ever, all thought there waa but one. Two torpedoes were fired, but only one struck. This hit the liner in a vital spot, with a terrific explosion, tearing her hull so much that she sank within seven minutes. There were at least three Americans on board the California a neirro fire- man and two children of a naturalized that time. Humors of this sub-surface " iieace maintenance" plan have been prevalent for several day, but not until today did the full text of the move become known. The two big 'trump cards are the secret move of neutral diplomats here to stall off war between the United States and Germany and the German envoys known aggressive desire to pre serve the peace for which he ha long struggled. Administration officials themselves do not admit that the moves are going on under the surface, but the 1'nited Press learned definitely that the neu tral program is ambitious and that the state department has been at least un officially advised of the neutrals' in tentions. The Swiss minister here, Dr. Paul Bitter, is a leading spirit in the confer ence plan. He and the other neutrals have conferred among themselves about keeping all the now neutral countries out of the struggle and, it is understood, Secretary of State Lansing sat in with them at one session. In view of the American hope for neutral support, the proposed confer ence idea is not unwelcome here. The fact that none of the neutrals is break ing with Germany, although Bolivia and Brazil have threatened to, and the fact that some of the neutrals might oe forced into war on the side of Germany makes the plan acceptable, though it is understood that the 1'nited States itself is not asking the present action. One reason why the concerted action of neutrals is not unwelcome to this government is that one of their avowed purposes is to carry on the fight upheld by the United States"for two years, to prevent the utter disintegration of in ternational law. Another reason is that, the proposed conference is planned to set forth and protect the rights ot small countries another contention of the United States throughout the war. Belief grew here today that if the expected overt act " ot Germany oes come, the t inted States may inerelv "drift into a state of war" with Ger many, without open declaration of hos tilities from either side. The belief is based on what President Wilson told congress at the time he sev ered relations with Germany that he "would ask means to protect American people and seamen in the prosecution of their lawful, .legitimate errands on the high seas." American. These last two children, with I their mother, were among the 41 persons who were lost. The same circumstances as to lack of warning and of Americans being aboard obtained in the case of the steamer Turino. Embassy information today in dicated that two members of this ves sel'e crew were American citizens. Not only were the cases of the Cali fornia and the Turino cited as ex ample of German " fright fulness, " but the complete story of the attack but the German submarine on lifeboats carrying the Eavcstone 's survivors was believed to give true index of the utter disre gard of all principles of international law and the common law of humanity animating Germany. Satisfaction is generiillv expressed here at the measures which have been taken by the admiralty to combat the German submarine, menace. It was tr be expected that the U-boats' initial ac. tivity would be large. Ships which were en route to the "barred zone" were not fully prepared to repel attack, noi to have other protcctiou planned. Fron now on, f.ngland expects to see a stead decrease in the total of sinkings. Chile Will Demand Bights Santiago, Chile, Feb. 9 The Ohilear government declares it is free to cluin respect of its rights in case of any hos tility to any Chilean ship, was th. blunt phraseology contained in the note which the Chilean government toda; banded to the German minister for dis patch to Berlin. Throughout, the note repudiates Gcr many 's right to establish the subnia rine zone and its terms indicate com plete acceptance short of breaking re lations, of the positioa taken by th United States. "The restrictions imposed by (ler many in her 'burred zone'," the not' declared, "mean restriction of lieutrn rights. Chile cannot accept such re strictions. Thev are contrary to the ole principals favoring neutrals and thei acceptance by Chile would signify that the Chilean government is no longei neutral. ' Brazil Sends Another Note Bio De Janeiro, Feb. 9. Brazil to day duplicated to the Austro-Hiingar ian government the note which she has already dispatched to Germany pro testing against the Teutonic submarine policy. Although the text of the note ha not yet been made public, it is known Brazil's decision not to accept Berlin view that her own situation permits. abandonment ot international laws, is expressed in firm phraseology. F. A. Doerf ler Sells Farm; Improve New Place To Care for Jersey Herd (Capital Journal Special Rerviee) F. A. Doertler sold his farm near Victor Point to Jos. Doerf ler, Jr., on account of this farm not being an ideal dairy ranch, it lacking shade and water. the barn also was too small to accom modate the rapidly increasing herd of Jerseys. Mr. Doorfler purchased 50 acres of bottom land from his father, which is less than half a mile from his fit) acre farm near McAlpin, where he intends building a modern dairy barn 44vll0 feet, containing 1C box stalls, 14 stanchions and two large box stalls, with stanchions, for calves. The lower floor will be cement and there will be two silos. Frank takes great pride in his Jerseys as well as his Duroc hogs. Shropshire sheep he believes in hous ing and feeding well. The Marion County Jersey cattle club will give a Jersey picnic with basket dinner at the place, sometime the fore lart of June. The governor and several speakers from (). A. C. will be present. Music will be furnished by the Victor band. Mr. Doerf ler will give a (big) II free dance the evening of the picnic in the new barn. Why Sweden Disagrees Stockholm, Feb. 9. Sweden's disa greement with America's plan for neu trals to join against Germany was ex pressed in a note forwarded today t ashington. "The proposal," the note declares ' ' indicates its aim to shorten the wai but the method suggested by the IJni. ed States to achieve this end is absu lutely contrary to the principles whicl have hitherto guided Sweden's policy' "The government, supported by thj nation 's opinion, confirmed by unani nions resolutions of its representatives intends to follow in the future, as ii the past, the path of neutrality towan both belligerents," the note continued "It is not disposed to abandon it ii the vital interests ot the country ant the nation's dignity do not force change of policy" Bulgaria Stands Pat Amsterdam, Feb. 9. Bulgaria has "warned the United States that she will support Germany in nnv eventu iatity," according to the Berlin corres pondent of the Cologne Gazette, quote, in dispatches received here today.
