Allen, who staged the Style Show for Salem merchants during the Dress I'p week elebrn(iou is. back in town. This 'time he comes at the sug gestion of sevcraj' Salem fraternal or ganizations .who have something up their sleeves niuttvant to -be sure that it will be "properly taken care of. Already several assistants to Mr. Al len have arrived and commenced work on a mvsterious event that will be stag ed in the armory Dec. 21, 22 and 23. Several local lodges are behind the project and they claim that it wilt be the biggest thing of its kind ever at tempted in Salem. When asked what the nature of the affair would be members of the lodges anil orga'nzntioiis co-o'erntin' woiim answer "Aro you lucky?" Not one more word would they say. Mr. Allen will not' divulge the pluus further than to state that the holiday event will bo something entirely new and unique. ''It is an idea that I have worked out myself. So far lis I know the plun has never been produced as 1 will pro duce it here in Salem for the various oruniib.ntions that have brought me here. The idea is new anil it is unique. Coming right at the climax of the holi day season, it will without a doubt prove to be a sensation. We are not go ing to promise anything. We urn going to let the public come and judge for themselves. Everybody can decide whether the idea .is worth while as there will be no admission charged. Organisations having u total mem bership in excess of two thousand mem bers nro behind the event and it will be a tremendous success. After she had been sensationally kidnaped and hurried away in a high power touring car, Miss Josie Carmenilla, age 18, was rescued by police today at the home of Innocent Alirio whence they were directed by the girl's sister. Alirio and Joo Rabino who the girl asserted, threatened her with revolvers and clubs because she refused to marry Rabino, were - arrested and taken to tha citv prison, . The abduction was as sensationally staged as a melodrama. Katie Car menilla, age 17, Josie 's sister, told the officers that her sister had been taken prisoner while the two girls were walk ing down Precita avenue on their way to work. Three men, she said, drove up in an automobile stepped out and attacked the girls, she declared. After resisting desperately for five minutes, Josie was tossed iui'g the car and the men drove away, leaving Katie bruised and hysterical ou the sidewalk, When bystanders rushed to her as sistance she gavo the name of ono of the men as Iiabino, saying that he had recently pressed his attentions on Josie. Rabino, she said, lives in Oakland. Not long ago, she said, Rabino had told Josie ''I'll get you some how." Tho police at once started n manhunt and Sergeant. Firman, of the ''whito slave" squad and a group of officers finally located Alino's house on fil bert street. As they nenred it, they heard a girl screaming and rushed in and arrested the two men. With the coun try suffering from shortage of freight cars, the interstate commerce commis sion reporting to congress today rec ommended federal control of the prob lem. It suggested such control cover, in terchange of cars and compensation for general use of cars of "other" lines to relieve present conditions. The short age, the report pointed out, is the result of demands for American goods abroad and thero has been but little change therein, since spring, wheu steps to remedy needs were undertaken. As congestion of terminals is partly responsible, it is not always "short age" of cars that makes transporta tion slow and inadequate, the report said. It deplored embargoes on certain 'goods, but took the view that they arc not altogether unavoidable in the pres ent circumstances. Standardization of "reasonable rates" is strongly urged. The commission would have congress say what is "reasonable rate" at a certain date and have this stand, unless altered by the commission. The report also recommended thnt carriers be required to give nt least two months notice of proposed increas es. On the matter of rate control, the commission advocated that it be author- i izeil to cooperate with state conimis i sious in rate disputes and act as sort, of j official umpire. !
