Two Arrested for Stealing Brass Locks Ix'nschiirg, Or., Nov. 7. William O' Brien and James Ryan, who were ar rested here recently charged with steal ing 47 brass lucks used in sealing mini mail boxes, yesterday were surrender ed to the federal authorities and will be taken to Portland tor hearing. The men say they purchased the locks from a third person, but this is denied by E. J. Gallagher, special gov ernment agent, who filed a formal com plaint against them.
