A T Garbling of Dispatches and Other Disreputable Con duct, Cause . Loudon, Oct. 11. Because of "con tinued garbling of messages and breach oi faith," Hearsts' International News Service has been debarred from the press bureau and use of "all other fa cilities for the transmission of news" which includes cables and mails con trolled by the British government. Tn an official statement issuel by tho press bureau last ntght, a specific instance of publication of "various false statements," purjrorting to have come from London, "hv International News Service" was cited. These con cerned an air raid on London. Following is the text of the press bureau announcement-. ' "In the house of commons, on the twenty seventh day of June last, the secretary of state for the home depart ment stated that his attention bad been drawn to an alleged telegram relating to the Jutland battle which appeared in ccraiu American newspapers as hav ing been sent from London by a cor respondent of the International News Service. No such message was ieluded in any telegram sent from this coun try. "The home secretary referred on the same occasion to previous cases where in messages which were purported to come from the London corcrspondent of the International X"ews Servieo bore no likeness to the cablegrams actually despatched. "On the first occasions referred to, the manager of the International News in Xew York gave catagoru-nl assur ance that such an incident should not happen again. On the second occasion he mailu a like promise, stating that orders had been given tliat extraneous statements should not be inserted in cable dispatches. "On September il cablegrams were published, in the United States purport ing to have c6inc from London by 'In ternational Xews Service' giving vari ous false statements about tlio air raid the previous night. Xone of these state ments in question was, in fact, contain ed in any cablegram dispatched by the London correspondent of the Interna tional Xews Service. "iu view of this continued garbling of messages and breach of faith on the part ot the International .News ser vice the secretary of state has directed that no representative of the Interna tional News shall be be permitted to use the official press bureau, and that the agency shall be debarred from the use of air other facilities for the trans mission of news until further notice." The incident in the house of commons on June. 27, referred to in the press bu reuu statement, is reported in the par Momentary debates of the house of that date. Herbert Samuel, secretary of state for the home department was ask ed if his attention had been called to a telegram to the New York Americau, from the London correspondent of the International Xews Service in which it was stated that the admiralty admitted an overwhelming defeat by a portion of the German high sea fleet. Samuel replied in part: ' "No such telegram was passed by the press bureau and I have ascertain ed that the nassane in nuostion was not included in any telegram sent from this country, but was composed in the Xew York office of tho International News service, with the exception of the word 'overwhelming' which was Inserted in the office of the 'New York American.' "There were Bovernl cases at the time of the disturbances in Ireland in which messages appearing in the 'New York American and 'New orK Jour nal' which purported to be from the London correspondent or the Interna tionnl News Service bore no likeness to the cablegrams actually dispatched and in some instances gave, information which was opposite to that which had been sent." Rumors are again current here that the Southern Pacific will let contract for tho Coos Bav-Eureka extension and connecting link of tho Const line before the holi da vs. One storv has it that tho right of way representative will be here within the next week to start buying property along the line between here and Ban don. All reports sny the contract will not be let before election, and this is taken to indicate the election of President Wilson might interfere with nction. .. - QUEEN OF PENDLETON CABNIVAL MABBIED Pendleton, Or., Oct.
