After four months strike, Tugct Bound Long shoremen arc back to work today. The long struggle between the dock owners nud the men came 'to an end last night, after a series of conferences throughout the day between employers, employes and federal, conipihssioners of mediation, William Blackmail and Henry M. White. The . peaceful adjustment of the trouble came as a surprise to the city for earlier in the day, Captain Gibson, president of the Waterfront Employers Union had applied to Sheriff Hogue for 1000 deputies to guard the water front. A statement issued by Gibson indicated that the employers were de termined to keep up the fight indefi nitely and had broken off negotiations for a settlement. At 10 o 'clock, last night, however, Commissioners Blackmail and White issued the following statement: "The strike has been declared off, arrangements satisfactory to all parties having been agreed to." Captain Gibson confirmed the settle ment of the strike, but neither he nor the longshoremen officials would give out any details of terms' of settlement. The strikb settlement embraces the entire Puget Sound district. From 2500 to IIOOO men will return to work today. When a wall collapsed at noon, a dozen firemen, were buried in the de bris. Eight scrambled from beneath the wreckage but Lieutenant Buddie.-who was hit by a heavy timber, was killed. Rescuers say they have located three other bodies. Fire Chief Henderson said four of his nieu were missing and it is thought they died heneath the timbers. The monetary loss .is estimated at $300, 000. May Ask Government to Improve Willamette The freight rate committee of the Salem Commercial elub is planning to ask the war department for a survey and estimate of improvement of tho Willamette river from Portland .to Sa lem and it is expected a mectiug will be held Friday. Major Mcludoe, who made a survey of the river from Port land to Harrisburg in 191.", for the war department said of Salem: "Snlem is the center of the bulk of tho Willam ette river commerce. There is no phys ical connection between the dock and the railroad. Transfer is made by tennis over the city streets. A public dock and warehouse would facilitate traffic."
