Official Pamphlets Mailed to Voters The official pamphlets containing constitutional amend the proposed ments and measures, with arguments submitted respecting the same, refer red to tne people at the coining gen eral election November 7, .191(1. are now being mailed from Portland to the registered voters of the state by Secretary of State Oicott. The print ing and binding of these pamphlets is being done by a Portland printing house under contract they being the lowest bidders. Up to September Oth some 4(i.iKKI pamphlets hud been mailed covering all the registered voters of Bilker, Benton Clackamas, Clatsop, Co lumbia, Coos, Curry, Douglas, Gilliam, ('rant and Hood River counties. The mailing to the balance of the counties of the state will be completed by Sep tember 13th. Prior to the general election in No vember 1914, 305,000 voters registered in Oregon. For the general election occuring in November 1910 onlv 230,- 000 voters have registered so far. Un less there has been a very material decrease in the number of voters in Oregon since the last general election some 35,0Uli of them have so far neg lect'ed to register. Ordinarily the in crease in registration is from 13 to 25 per cent everv two venrs and allowing for a 1910 increase at the same ra'e tlicre should be at least 350,0ii0 voters registering for the coming November election. Books of registration close October ith so that but one month re ninins within which voters may regis ter for the ensuing general election. Another matter to which Secretary Oicott directs attention is that the of ficinl election pamphlets are forwarded only to registered voters. Any unregis tered voter to insure himself or her self a oaniphlet. should immediately register before the countv clerk of his or her county. Prior registration laws tithurized the county clerks to accept egistrations up to l.i days betoro an lection, but the permanent regtstrn ion law enacted- by the 1915 legisla tive assembly provides for closing the registration books, for a period of .,0 lays before each general election. .eking the Place for Rural Credit Bank San Francisco, Sept. 11.
