It was learned todny the president feels keenly disappointed that the two sides of the pending dispute have been in the city more than two weeks anil within a few blocks of each other anil that there have been conferences be tween the railroads and the brother hoods in an effort to assist him in ar riving at some satisfactory jiluu of set alenient. The president, from the first, ex pressed a willingness even anxiety to pass on any fair proposition either side might present to the other, in an effort to bring them together, but that thus far no such proposiiou has been made. Takes Up Last Weapon President Wilson today took up what may be ms last weapon against nation wide industrial paralysis. He put con gress to work on the railroad strike sit uation. Indicating the belief, on the presi dent's part that ehanc.es of averting the threatened, break beweeu he rail roads and the railroad brotherhoods have grown slender, the call on con gress is said to be not only for legis Intion to aid la preventing a strike, but to handle the strike should it oc cur. He was . said to be ready to ap peal to congress for legislation along the following lines: Such as mignt aid in the prevention n a strike should all his own efforts fail. Providing an adequate legal method for immediate settlement should the strike actually occur. Provisions for handling the situation keeping the trains moving, etc. Details or such legislation occupied the president. Secretary ewlands, chairman of the interstate commerce committee, and Secretary Lane, the president's confidential adviser in the cabinet, throughout yesterday. The president s conference with the railroad presidents' committee of eight at which the "final" terms of the railroads were to be presented in writ ten form, was deferred today from 10 m. to 2:30 p. m. To Meet Again. Today The president was to see both sides today. The railroads expected to ig nore his eight hour, proposal for peace and stand pat for arbitration. The employes, unless they prepared some entirely unexpected move, apparently were certain to order a strike. All manner of reports were current today as to the president's next move. The indications were, however, that the president would go before congress nd urge the passage of a measure drawn along the lines of the Canadian dispute act, providing for investigation of alt" industrial disputes by a commis sion. Such a commission would have the power of forcing medintion and in vestigation but would have no power of enforcing its findings. Public opin ion, however, it is said, has in a ma jonty of cases, served as a lever in forcing acceptance of the commission 's reports. Such a bill would be passed and utilized before any strike which might be called by the employes could actually get under way and in the hope that it would prevent it. To assist iiP settlement, should a strike arise, a bill increasing the mem bership of the interstate . commerce commission from seve.i to nine mem bers with authority to divide into groups, is practically agreed on. Another report today was that the resident might appeal tp the brother hoods to postpone any contemplated strike action for sufficient time to en able him to get through legislation that would make a. settlement of the dis pute possible without endangering the country's welfare. There was more talk among senators and congressmen today favoring the passage of aa eight hour day law, cov ering not only railroad employes, but the employes ot an corporations "u industries.
