In view of tbe inadequacy of the travel allowance for militiamen returning to their homes, especially those from the California regiments, the. war department today issued .a ruling granting more liberal provision. Billings and Thomas Mooney, principal suspects, were made Known today by . Deputy District Attorney James Brennan. As outlined by Brennan, they follow: 1 On the night before the explos ion, Billings said he found a note be neath his door reading: "Deliver me my camera at Niuteenth and Guerrero streets." Billings went there to meet Mooney and having failed to find him, went to Mooney 's office. The Southern Pacific depot in Salem looks a good deal like that stable. It t an improvement on the ordinary stable. and that's about the best you can say for it. Doa't ask me why the Southern Pa cific doesu 't build a new passenger de pot here. I don't know. It isn't be cause they haven't had an invitation. After you get past the depot you'll get along fine. Salem is a good old burg that drowsed along for 40 or 50 years without doing anything much. Then it woke up suddenly and went ahead fast. It went ahead so fast that it almost busted its boiler. Land spec ulators flooded the east with stories of opportunity and told of the climate and promised things right and left, the stories about the climate were true. People came out from the east, slath ers of 'em. The town gained more than three hundred per cent in population in 10 years, it leu toe surorunuing country far behind.
