Ex-Governor D. R. Francis
Menkes Big Hit In Russia
By William Philip Siinms
(United Press stalf correspondent)
Pertograd, May ft (By Mail) Dav
id R. Francis, former governor of Mis
souri now new American ambnssuilor
to Russia has solved the riddle of
Why is nn American Embassy? Inci
dentally he is a hit. And they say he
is doing it by being a plain American.
"I don't pretend to be a diplomat,"
ex-governor Myron T. Ilerrick remark
ed shortly alter he had been named
ambassador to Frame, "I am just a
plain American scut here by the Amer
ican government to louft after the in
terests of the American people, and
that is what. I am going to do to the
very best of my ability."
This Merrick did. When the war
burst on Europe like a thunderclap be
cut red tape right and left and figura
tively went at things in his shirt
sleeves. He assisted Americans in
plain, effective, straightforward ways
And he made tlie biggest hit with the
French, high and low, of any ambas
sador since Franklin.
From what American" hero say Dav
id R. Francis bids fuir to duplicate
Merrick's success, and in much the
same way. He has turned the Ameri
can embassy afN'o. 34 Furshtatskaya
into an open house for Americans. The
Yankee abroad does not have to bring
letters from prominent politicians at
home to gain admittance. He does not
feel like an intruder when he calls.
The place is a beehive for work yet
no secretary is too busy to be pleas
ant. Nobody smirks but neither does
anybody glare when a visitor appears
at the door. There is neither fawning
nor frowning, neither servility nor
stuckupishness the entire atmosphere
of the place is one of plain, simple
Americanism.

That is the kind of thing Americans
encounter at No. 34 Furshtatskaya

an address on patriotism and prepared
ness. The president 's address was heard
by the largest audience that ever at
tended a West Point graduation. The
graduating class numbered 124. The
exercises included a review of the en-
wishes to see the "Governor" as he
is alrendv called here wSiich in itself
says considerable he can be seen
without interminable waits. If he is
busy in his private office a secretary
will say quite frankly:
"The Governor is talking to the
owner of the building now but he'll
see you in a minute," or words to that
effect. One is not. smothered in mys
terv thick as miifh nor led to iiuuginc
that at least the emperor must be wait
ing on the ambassador bejrging tor at
vice on how to run the country. The
plain truth seems to be negotiable
nowadays at No. 34.
Francis belong to the "Mnrse"
Henry Watterson type of American,
frank vigorous, straightforward. He
is tall, well set up, white of huir and
mustache possessed of plentiful natur
al dignity anil poise hut utterly lack
i in? in pose. He bad no aetunl diplo
Imutic training before coming here so
'he does not try to make those who
jcnll on him believe he taught Mach-
isvclli and Gladstone all they kaow.
Having done a few things himself
winch require common sense combined
with tact he has a pardonable amount
ot self confidence and so hopes and
believes he will be able to "get a
long." His conversation is unadulter
ated American nor does he make the
slightest effort to wrap his each and
every word in diplomatically and her
metically sealed packages and pass
them along untouched by human hands
The report is current here that tth
the Czar and Czarina took a strong
liking to the new ambassador. The
imperial couple received him before be
had been here a week, constituting a
record. He wore no uniform and was
di-tnined in conversation with the
Czar 35 minutes.
Governor Francis lias a big job on
his hands. The commercial treaty ex
isting between Russia and the United
States was broken during President
lult s administration and a new trea
ty may be one of the important things
expected of him. Huisia and America
