Expect an Agreement.
By Carl D. Groat.
I'nited Press staff correspondent.)
Washington, May 2. Secretary of
War Hnker and members of the state
department believe today that General
Hugh Scott and General Obregon can
reach an agreement for better co-opera-tion
between Americans and Mexicans
in the hunt for Francisco Villa.
Thouyli both Obregon and Ambassa
dor Ari'odondo strongliy desire with
drawal of I'nited Slates troops from
Mexico, it is felt that thev nine see the
logic of assisting the expeditiuu when
they realize that the hunt is to continue
Concerning this point, the administra
tion left no doubt.
Baker has taken no steps to indicate
that he anticipated an nnaniicable out
come of the Kl Paso conferences. His
new- instructions to Scott were regard
ed as assuring further conferences. If
this is accomplished, the conference will
be considered successful. At the con
clusion of the meeting's Secretary Lans
ing will be in a position to discuss with
Arredondo the question' of the with
drawal of American troops front Mexi
can soil. ' . '
