San I'rancisco, April 21. The "dry"
condition of Seattle and Portland is
saving the shipping situation in Sin
Francisco just' now, according to local
shipping agencies.
The sailing of the' Alaska packer
fleet, coupled wilh the unusual activity
on the waters, lias created n consider
able shortage in men for stiling ships.
Next week three windjammers are due
to sail for Europe ami as yet crews
have not been secured. Shipping men
say, however, that !nilors are rushing
here from the iioith because that coun

six-inch two-course Bituminous Con
crete , pavement, consisting of a one
and one-half (I 1-2) inch Iiituminous
Concrete wearing surface laid on a fout
and one-half (4 1-2) inch Bituminous
Concrete base in accordance with the
plans, specifications and estimates for
the improvement of Church Street from
tho South line of State Street to the
Xorth line of Mission Street, adopted i
