Peoplo living in tho southeastern part
of the city saw a full sized and proper
ly shaped cyclone, of tho right Iowa
model going through tho country in mid
air, supposed to bo about eight miles
southeast of the city. Tho report of the
cyclone conies from severnl living in the
east part of tho city and it passed by
about 10:30 this morning.

Portland, Ore., Feb. 11 The state
irrigation, drainage and rural credits
conference authorized bv the Oregon
irrigation congress, will be held at the
state house m Salem, March 9.
A call for the conference has been
issued by the special committee which
was given the responsibility, and more
than half tho delegates from representa
tive state organizations have been ap
pointed. The conference delegates are asked
to formulate a plan for state guaranty
of irrigation and drninage securities.
It is proposed to draft a constitutional
amendment for submission to the people
at the next general election. The con
ference probably will decide whether to
submit enabling legislative at tho gen
eral election- or, later, to the legisla
ture. Already there is sweeping the state a
conviction that no more important gath
ering has ever been planned in Ore
gon. It will have the bigness and se
rious responsibility of a constitutional
convention. The best brains and expe
rience from nil walks of life and nil
occupations will be represented and will
bo called upon to produce the plan
which, when enacted into law and ad
ministered, will solve the state's fr.uir
development problems of irrigation an
ii ram age.

ers, railroad men and organized labor
