If tho State Irrigation and Drainage
Congress agrees upon a rural credits
legislative program, that serves the
interests of tho general tanner as
well, as those of the .irrigation, and
drainage farmers, tho federated Ore
gon State Grange and Farmers' Union
will endorse tho measure and work
for iits enactment into rural credits
legislation. If on the other hand the
measure recommended by tho irriga
tion nnd drainage representatives fails
to meet the needs of the general farm
er, -the federated organizations , will
adopt a rural ereditsh program that
will meet tho requirements of the
general farmer, and initiate measures
for enactment into rural credits laws.
This decision was reached at a con
ference of .Chnii. E. Spence, master of
the state grange, J. V. Brown, presi
dent of the Farmers' union, Dr. Hec
tor Maepliorson, of the U. S. and Ag
ricultural College Burenii of Markets,
and Hon. H. II. Miller, Director of
commerce at the University of Ore-

hold no further meetings to consider
a rural credits program until after
the meeting of tlio irrigation and
drainage representatives, to be held
some time near the cn.il of January,
at which meeting the federated or
