strain the Western . Telephone com
pany from raising .telepliono rates
over thoso specified ioi the franchise
granted tho company by the city on
October 4, 1810. The. monthly max
imum, rates in the frnncliiso ngreo
mont aro $1.50 for a single party
line, $1.25 for a two-party lino and
$1 for moro than two. Tho public
Borvico commission recently granted
the company permission to raise the
rates over the franchise maximum
rates. The principle involved is the
authority of the commission to tres
pass on municipal .franchise prem
ises. ,
There is considerable complnint in
this city over tho raiso.in rates of
tho Western company, which recent
ly took over tho Favorito Telephone
company's system hero and now has
a monopoly. Tho council is cham
pioning the patrons and asking that
the franchise agreement bo carried out
to the letter. There is'a movement on
foot toward the annulment of the fran
chise by a vote of the people if the suit
goes against tho city. .

Potts was sleeping on tho porch of
his house hero when a woman on horse
back. rode close to his cot, squirted tho
acid on his face with a liquid pistol,
and galloped away laughing.
Screaming in agony, Potts rolled to
the floor wrioro ho was found writhing.
His eyesight was destroyed, his face
burned terribly, and his chest and arms
seared. Unconsciousness soon relieved
his sufferings.
