GIRLS AND BOYS PRIZE
WINNERS AT STATE FAIR!
Because they w the winners of the!
county industrial club contests, 48
youngsters, boys and girls, were enter-1
tnincd nt the stats fair as guests of the
etate of Oregon last week. Two large
tents nerved to accommodate these
oung guests, that of the girls being in!
charge of Mrs. J. 1'. Harrington and
lis. Kd Anderson, of Crcswell, nndj
Al rs. N. J. Maris, of Portland. The girls
ciy that their eamp life lias been very
lilcasaut and that their entire stay has
been one of much pleasure and profit. I
They won the honor by doing superior,
work in baking, sewing, gardening, cau-4
iiing, or other projecrs of practical 1
talue in their respective districts, and
while they are primarily interested in;
corresponding. exhibits, they are almost '
equally attracted to industrial club j
work in many, other projects. j
Ho it is with the bovs. Those that
grew corn this, year and succeeded in
producing n splendid product nt the rate
of more than 100 busnels per acre, are
just about as likely to undertake poul
try or baking next year. Like their fath
ers, they are finding out thnt proper di
versification pays, and they are going
to be content with nothing poorer than
1 lie best in the lending agricultural in
dustries of their counties.
An attempt has been made to include
nil the most important of these farm
ing and home-making industries in the
work of the coming year. The state
school superintendent, the extension di
vision of the Agricultural college.-and
t lie l". 8. department of agriculture
have ngreed upon 14 projects, represent
ing IS different lines of club work.
The present group of winners express
pleasure w ith Th"1" wide "field from which
to choose their "projects, and most of
them will be in the contest next year.
The winners from Marion county
were William .Vogt, Rnwson Ohapin,
Margaret Bohuson and Ida Vogt.

THE PEOPLE ARE
WITH THE PRESIDENT
(Editor and Publisher.)
In an editorial in the Evening Mail
on Friday S. 8. MeClure clearly showed
how out of sympathy with public senti
ment Theodore Roosevelt is as indicated
by his attack on President Wilson at
l'lattsburg. He says:
For the people of the United States
there is nothing so important as to
maintain the integrity of our national
consciousness, as first of all the United
States of America. ' '
From the opening of the war the
president chose a wise and honorable
course, and today ho has the vast ma
jority of the people with him. He has
their approval, and he has their confi
dence. They approve of what he lias
done, and they have confidence that
what he will do in the futuro will be
best.
In this peculiar crisis it is fortunte
that the nation and. the president agree.
They agree with the president in regard
to the principles of submarine warfare,
and will back liira in his negotiations
with England in regard to contraband
and blockade. They agree with his reas
oned and deliberate decision in regard
to the shipments of munitions of war.
And the people are opposed to embit
tering public opinion by attacks on the
president during this critical period,
whether from Mr. Roosevelt, Mr. Bryan
or partisan propagandists on the plat
form or in the press.
The Editor and Publisher is not a
partisan newspaper. It numbers among
its readers and friends adherents to all
political parties, ana ttoes not under
take to advise any of thein how to vote.
It does, however, have positive opinions
6d "some 'public ijuestio'ns affecting the
political and commercial welfare of the
country. We think, for instance, thnt
Mr. Roosevelt has clearly demonstrated
thnt he not only lacks tact but shows
disrespect for President Wilson. Instead

GENERAL KUROPATKIN.
(Medford Mail Tribune.) '
Tho Petrograd announcement that
General Kuropatkin has been placed in
command of the Russian armies shows
a surprising reversal of public opiniou
in Russia for Kuropatkin has been in
disgrace since tho detent of the Russo
Japanese war defeats for which Ku
ropatkin was made the scapegoat for
an. inefficient, corrupt bureaucracy.
Kuropatkin la a fitting successor of
the Ciraud Duke Nicholas. He is one
of the world's military geniuses though
he lacks the position ami iron nervo to
lefy the czar and the bureaucracy as
Nicholas did. The German influences
surrouniling the l'ussian court are re
sponsible largely l'or the failure of Bus-
sian munitions, and Nicholas has cvi-"
dently been sacrificed to shield them,
as Kuropatkin was ten years ago.
Russia 'b need is great. Kuropatkin
is patriotic enough. to forget iiis mule
served humiliation of the past for his
country, as Nicholas' is bearing his own
humiliation today, for Russia needs
both.
Alexei Nicholaicvitch Kuropatkin is
a man of many . accomplishments

statesman and administrator. He is ti7

SMASHING THE 0. N. 0.
Iu line with the policy of the ad
ministration in tho National Guard
of Oregon, in which politics seems to
hold the coinmnuding position with-
out regard for efficiency or for scr-
vices rendered, a letter is reported to
have been received by Captain Eugene
Moshberger of this city from Colonel
McLaughlin stating that, though sen
ior captain, he must not expect ap
point of major on account of his place
of residence not being in Portland. It
is understood that the next in rank,
Captain Hockenyos, does not want tho
position and Captain Daughcrty, of
Portland, will be appointed.
To anyone not acquainted with tho
workings of tho present administra
tion the reported letter is not so sig
nificant, but to one who has watched
the political machinations of soma of
the officers of the National Guard
since the change of administration, it
only shows that years of service and
ef ficioncy count for naught when a
political machino is in tho making,
