The sincere purpose of numerous road
districts of Marion county to levy
special road taxes for next year has
brought a host of inquiries to the office
of the county clerk regarding the
methods of levying taxes. Two years
ago when the 1913 special tax law went
into effect a number of the road dis
tricts of this county failed to sret thn
special tax because their notices and
methods of procedure were not accord
ing to the prescribed legal forms. The
tax payers of the district are not to be
blamed for misunderstanding the law
because few people who have not made
a special study of the law can explain
it and even road tax law "specialists''
disagree.
The law as framed appears to be the
result of a deliberate atteiunt on the
part of some of the legislators to com-

W. H. Norris was appointed receiver
to take churgo of the mortgaged prop
erty and to manage the same in case of
foreclosure in the suit brought by the
Alliance Trust company against Fan
nie K. Hubbard, W. 11. Welch and C. K.
Welch doing business as Welch Bros.
The appointment of the receiver in this
case was mnde by Judge Galloway and
his bond was fixed at $1,000 and liis
compensation at $& per mouth. By
stipulation it was ordered that the
plaintiffs be allowed to amend their
complaint by inserting the names of
John Bnyne and tne United States
National bank as defendants in the
present suit. This is an action brought
some time ago to forecloso a aeries
mortgages totalling about $80,000 on
the Hubbard building and a farm of
2.12 acres belonging to Mrs. Hubbard
and located near this city.
A decree was handed down yesterday
by Judge Gnllowny in which it was or
dered that Robert A. Witzel have judg
ment against J. L. Alders and T. H.
Mackcnzio in the sum of $l.'i,tS00 and
interest and attorney's foes in the sum
of $500. It was also decreed that any
interest that the A. C. BohriiHtedt com
pany, the Waldo Hills Orchard com
puny and A. C. Bohrnstedt have in the
premises in question is subsequent in
time and inferior to the rights of the
