Governor Oswald West went to Sea
side Saturduy, where his family has
been for the past few weeks, returning
to take up the grind of office work
today. In regard to his recent trip
east, the governor said:
"While in Washington I took np
with the intorior department the mat
ter of expediting certain school indem
nity selections covenng about 15,00U
acres of land, to which the stnte hopes
to secure title, and also furnished Con
gressman Sinnott with furthor data for
his use in advancing tho Chamberlain
forest exchange bill, now before tho
house. Mr. Sinnott bra boen making
an earnest effort to get this bill
through, but owing to the press of mat
ters before tho house, it is not likely
he will be successful this session.
"While east, I was advised of the
adverse action of the commissioner of
the gonernl land office in reference to
the state's application for lands for
the Tumalo reservoir site, and after
taking the mattor up with Socretary of
the Interior Lane and Senator Chamber
lain, and fully explaining the public im
portance of the undertaking, succeeded
in getting a favorable ruling.
"During my absence I visited a num
ber of state institutions with a view'
of gathering ideas as to institutional
management, and I am pleased to say
that our penal and eleemosynary insti
tutions are far ahead of anything I
saw in the east. The management is as
a rule governed by politics, and this,
with a lack of interest upon the part of
the public, has resulted in many of
their institutions dropping behind in
the procession of progress.
"Oregon tins much to be proud of in
the equipment and management of her
institutions, and I was more than pleas
ed when I found how she was looked
upon as a leader along tho lines of in
stitutional reform.
"The more ono soes of the cast, the
more one likes the west. Tho east has
skimmed tho cream from her resour
ces, and many of her cities nro showing
tho effects of tho skimming. The ex
periences of tho enst in this direction
teaches mnny lessons and we of the
west will do well to Btudy them closely,
and tako cvory precaution to seo that
our natural resources are not wasted,
but on tho other hnnd conserved to the
fullest extent.
