It assumes that all men are criminal and proceeds to place any strays that are not in the criminal class. It is unintelligible, uncertain, foolish and unnecessary, and on top of its utter asininity offers a premium on crime. It is hard to believe that anything short of a committee drafted it, for to concede to one man the amount of silli ness required to perfect the whole, is to credit him with the concentrated damphoolishness of a school for the feeble-minded in the land of Bushmen. Take a look at the statements made by many of the can didates, and see how strictly they obey the law. We do not refer to any one or any dozen, but to all. Some of you who read this received from one to three or more letters from candidates asking your support or sending you lit erature. The amount the law allows to be expended would not cover postage, let alone the printing and work of fold ing, addressing and mailing. When U'Ren framed this, his most absurd product, he wisely left a hole where the candidate could drive through with a wagon load of expenses if he saw fit to do so. The law provides that committees and friends may spend all kinds of money, and there are always plenty of friends to do this if some one will furnish the money. Whatever portions of the law are not idotic are vicious, and some of its provisions are both. As a sample of the work of the U'Ren incubator, it should not serve to secure him any votes for the office to which he aspires. HOW IT SEEMS TO BE UP IN THE AIR. Of all men, whose sensations at the present moment the world would like most to know, King George stands easily first. If he is not "up in the air," he is in a predicament that he would describe neither as "bully" or "magnifico,' nor as like "a morning prayer in an azure cathedral." Be set by the suffragists on one side and by the home rulers on the other and confronted by the most momentous prob lem that a British monarch has faced since the American colonies revolted, he has need of all the powers of state craft which the greatest of his ancestors possessed. But he is sitting tight in the flying machine with Asquith at the helm and hoping that he can alight safely. The latest news from Mexico is to the effect that it is reported that it is believed that Huerta is said to have intimated that he was preparing to think about getting ready to arrange for deciding upon some plan for present ing a statement as to the conditions he would consider as warranting him in submitting preliminary proposals as to tho terms on which he would take under advisement his discussing the matter of his retirement from the" presi dency. Thia is not hilariously encouraging, but it shows that material progress is being made toward the solution of the Mexican situation. The legis lative bureau provided for at the last session of the legislature, opened todny at tho cnpitol building, with Arthur P. Will of Los Angeles in charge. The bureau will prepare information for the use of members of the legisla ture and for judges of the supreme court, district court of appeals and su perior courts. It will also help mem bers of the legislature in the prepara tion and drafting of bills. Will, chief of the bureau, has prac ticed law in New York and Los Ange les and is the author of a number of books on law. The United States circuit court of appeals reversed itself this afternoon in the ense of William Bernhardt of Cincinnati, who was con victed in the dynamite conspiracy trial at Indianapolis and Afterward granted a new. trial. The court ordered that Bernhardt must serve the sentence im posed by the Indianapolis court. The court affirmed its former Tilling in granting new trials for Olaf Tveitmoe and Richard Houlihan.
