ates the taxes and then leaves them foi

been the condition of affairs for yearB.
I venture to say that the taxes will ho
$3,000,000 more after the next legis
lature meets and tho increase will go on
in spite of all that candidates say. ' '
Mr. Galloway said that certain candi
dates are jumping onto the new tat
system and roasting it to beat the band
for the Bimple reason that the system
is the easiest and most convenient to
reach when making assertions in regard
to the high taxes in the state.
Galloway Frames Law.
According to Mr. Galloway last night,
he was largely responsible for the new
tax system being adopted by tho lost
legislature. He said that he was asked
to submit a plafi to regulate tho tax
system more thoroughly and purposed
tho present method. He explained the
late tax law intelligently and thorough
ly and told why it was superior to the
old "rebato" ruling and tho "advan
tages" tho first, second and third class
tax iyer received under the old law.
As an illustration, Mr. Galloway took
three tax payers, each having $100 to
pay for taxes. He said that tho man
with the ready money could get off
with $97 tuxes under tho old law; the
medium tax payer could about break
oven while tho poor fellow who had to
borrow money to meet his taxes was
compelled to dig up nt least $115. Vn

One or two of tho troubles with this
country seem to be constitutional.
