E. B. Chaplin, proprietor of the Ma
sonic Temple ,p(Kl hall, was fined $15
by Judge Elgin yesterday on the
charge of allowing minor to frequent
hi place of bnslnosa contrary to a city
ordinance. Officer Woolery and White
arrested Chaplin last night and he
pleaded guilty this morning and paid
his fine.
The police are still looking for sever
al young boys in this city who are ac
cused of stealing milk from the porch
es of homes located In East Salnm. Many
bottle have been missing of late and
a certain band of boy are inspected
of being guilty. No arresti have been
made as yet but the pnUet "V tnflT

either the boy being punished or so
badly frightened they will not molest
his country and his marriage at the
same time. This was not done in a
spirit of economy for the Judge isn't
built that way, and we are only rea
soning from effect back to cause. He
was city councilman (they all did it)
from 1872 to 1875, and city attorney
from 1877 to 1881. In 1885 he was
County Judge of Multnomah, and again
filled this important position from 1890
to 1S904.
From 1868 to 1874 he was in part
nership with John F. Caples, one of the
best known criminal lawyers on the
coast in those days. With his thorough
knowledge of the intricacies of court
procedure, he has made an ideal su
preme court clerk, and has also, by his
unfailing good nature and tactful aid
to attorneys and all others having busi
ness with the court, made himself so
much a part of the office that those
having business there would be lost
without him. In another way he has
built for himself a monument that will
last so long as those whom he has
helped on their way have memory; and
that is by his good advice and cheering
words to the youngsters who have
faced tho supreme court examinations,
and who will always remember tho kind
ly encouragement of Julius Moreland,
clerk of the Oregon supreme court.
