FACTS AND FIGURES OF INTEREST ARE PRESENTED (Work Already Accomplished Is Re viewed and Necessity of Concerted Action Is Pointed Out. The big hall at the Commercial Club rooms was comfortably filled last night at 8 o'clock when the Hon. P. II. D'Ar cy rapped for order and in a fow well chosen words presented ex-Senator Bourne, who came to this city for the purpose of discussing his plan for fed eral aid in the establishing of a sya torn of good roads throughout tho Uni tod States. Without preliminary flour ishes of any kind Mr. Bourne, in a con versational tone, took the end of the thread, so to spoak, and rolled it off the spool and up on another, explaining in minuto detail every feature of the plan, which is based on the fact that the gen eral government can borrow money more cheaply than can the statos. It can borrow for three por cont, while tho states must pay four. Ho proposes that the government ar range for tho issuance of $1,000,000,000 throo per cent 00-year bonds for road building purposes. This money to lie apportioned among tho states in pro portion to population, wealth, area and some other bnses, Under this plan Ore gon would get $16,000,000. Tho state could call for this at the rate of 20 per cent a year. To protect tho government the state, when calling for the money, would issue bonds anil deposit in tho II. S. treasury the amount it desired to use. These bonds would bear 1 per cent interest, and would be buyable to the general government. To stop or prevent fermen tation of tho food contents of the stomach and to neutralize the ncid, and render (it blnnd nnd hnrmless, a tea spoonful of bisumted magnesia, prob ably the best nnd most offoctivo cor rector of acid stomach known, should be taken in a quarter of a glass of hot or colli water immediately lifter eating, or whenever wind or acidity is felt. This stops the fermentation, nnd neutralizes tho acidity in a few moments, fer mentation, wind nnd ncidity are dan gerous nnd unnecessnry. Stop or pre vent them by the use of n proper anta cid, such ns bisurnted mngnesin, which enn be obtained from any druggist nnd thus enable the stomach to do its work properly without being hindered by poisonous gas and dangerous acids. M. f. r. law (and it is optional with the states to do so) it would, in order to draw its 20 per cent, deposit with the U. S. treasurer 4 per cent bonds running 50 years, in the sum of $3,320,000. It would then be advanced this sum. On this sum it would pay 4 per cent inter est to the general government for 50 years, or if it took out the whole sum, it would pay interest on this in the amount of $660,000 yearly. Of this sum the government would use three fourths to cover its own interest charg es and the other fourth, or one per cent interest on the whole amount, it would put into a sinking fund on which it would allow three per cent interest, compounded annually. This would in about 47 years equal the entire princi pal. At the end of the 50 years the original bonds would be returned to the state, canceled. The senator then outlined the plan of using the money which would be left entirely to the states, the government only supervising it to the extent of seeing that the money was expended on the roads. The plan also contemplates a maintenance fund, tho government giving yearly 2 per cent of the sums expended in building, in keeping them in repair, conditioned on the state put ting up the same amount. Ho then went into the question of tho results and estimated that the build building of theso roads would increase land values more than $70,000,000,000, and this with the other increases would add more than $100,000,000,000 to th. wealth of the nation. Ho estimated that the saving in tho feeding of horses and mules used in farming and hauling would amount to $3,000,000,000 a year. Space forbids going into the full de tails of the plan, but it seems well con sidercd and feasible. It shows profound research and a tremendous amount of la bor. Mr. Bourne has gono into the sub ject to its uttermost depths, an every phase of the matter has been consid ered. He has a remarkably keen an alytical mind, nnd ns ho has figured out tho parcels post and the postal savings flunks, and shown that they nro possi ble and profitable, it can bo assumed that he is not making any mistakes in his gooil roads plan. He was warmly applauded nt the conclusion of his talk ami was also heartily congratulated by his friends and admirers.
