The Water Question. Editor Capital Journal: Tho water question seems to be the main Issue again of the city council to wrangle about, and It is getting to be a regular bugbear. The present council will not be able to do any more than the former coun cils, as long as the public Is not more fully Informed as to tho relations of the city to the water company. The people do not like the idea of buying the old Bystcm, If there Is any other way of getting a new system; as they are aware what the present sys tem Is worth without employing high priced engineers to toll them. Could wo not have It fully explained? Why the question of a new system Is never advocated? Has the present water comimny got such on everlasting and elastic fran chise under which they can supply water In localities where they please and slight those they do not- wish to supply. And has It a legal and divine right to furnish us any kind of water and hold us up by the price of $24 per year? And is It not a Bhame to think we have to take this all aftor first giv ing them the franchise. Now, It seems wo could put In a new system, and let tho old company keep tholrs unless we can buy same for what It Is worth. To people do not want tho old system ot tho price that was asked a few years ago. And there fore lot us know through tho columns of tho Journal why we never hoar of a new system. The company surely can not have lived up to tho franchise oth erwise It must be a very elastic one, and therefore no good. Let us test the samo by starting a new system and fight for our rights. It will be cheap or. A CITIZEN. (Tho Capital Journal will endeavor In tho nonr future to throw some light on tho subject Ed.) Mini's Inhumanity to Mini. It was reported that Councilman Jones proposes to make every man a vagrant who Is out of a Job and out of monoy, Just as If that were a crim inal offense against society. Every now and then things ore done which show that our boasted civilization Is simply a sideshow to barbarism and savagery. Kick tho fellow that Is down; arrest him; put him in Jail. DeBtroy what lingering manhood he may Htl'l havo. That may suit the spirit of some of our aristocratic law niakors; but It wants much of bolng humane and civilized, Some of us are thinking of Initiat ing an amendment to tho city charter to tho effect that no one shall be deemed a vagrant, or bo subject to ar rest, mon.'ly because ho has no money and no boss. By putting such a mat ter up to tho people wo could get the measure of humaneness In this city of churches. L I).
