KSEKSHl All the Schools of Polk County Now Taking Part and Spelling Is .Much Improved. Independence, Ore., March 8. The results of tho Polk county spelling contest, as received in Independence, are gratifying to the students in the school here. The contest was started three years ago by County School Su perintendent II, C. Seymour, to im prove the records of the students In the common school subject, that, in this section of tho state, proved hard er to master than any other study. Once each month the superintendent sends out to each principal of the 61 schools In the county a list of 50 words to be spelled, and, after the stu dents have written the words In the form of an examination, their papers are corrected in Seymour's office. Then the results are announced Im mediately throughout tlie various schools of the county. At first only a few schools took part In the contest, but after the good results wore made known in these schools, others grad ually took part. At the present time every student In Polk county, above the third grade, has a share in the spelling work, The origin of tho idea to Improve the school spelling by In viting competition among the schools of the county Is of a peculiar nature, as several educational men, who at tempted to devise means for the bet terment of school conditions In tills branch seemed unnblo to arrive at a successful ODncluslon. STATE ENGINEER CAN NOW DO WORK With the passage of measures by the leglslatcre, appropriating money for land development In the state, the engineering department is able to an nounce a definite constructive pro gram, which will be followed during the next several years, and which,, ac cording to Engineer Lewis, means a benefit to the state that Is past con jecture. For tho investigation of Irrigation projects In co-operation with the Unit ed States reclamation service the leg islature appropriated a sum of $30, 000, while the secretary of the Interi or has already allotted an equal amount for similar work In Oregon. For the Celllo power survey a sum of $15,000 has been appropriated. The state of Washington may approvriate a similar amount through its legisla ture, which has five days yet ahead of it, and in addition it Is probable that the federal government may contrib ute the sum of money for that work. Most Important of the large appro priations Is that for the construction of the Columbia Southern project, In Crook county, This appropriation Is In the nature of a loan, and bears the state 6 per cent Interest. The Colum bia Southern project Is one unit of the big Deschutes river project, which Is to be developed by Irrigation. Engineer Lewis attaches much Im- vortance to a proposed constitutional amendment to be voted on by the peo ple In 1914 for the Issuance of state bonds for the construction of irriga tion and power projects, and the de veloping of tho cut-over timber lands of the state. An annual appropriation of $15,000 Is provided the Btate water board for adjudicating old water rights while the testimony of the early pioneers Is still available. Another law makes the state a party to the adjudicating of the early water rights, so as better to protect the public interests. An other act declares that five years non use of water shall be on abandonment, making It unnecessary to prove Intent to abandon. SENATORS PREPARING FOB THE BALL SEASON The Salem Senators held the first baseball practice of the season on the grounds near the state penitentiary yesterday afternoon. While a goodly aggregation of the lads was tossing the ball about the diamond gently to avoid Injuring the arms that are not yet thawed out Manager Baker and two or three assistants ran a harrow and a scraper over the ground3 and before the afternoon was over had the diamond In a fair condition. Manager Daker has been working on tho grounds alone for the last five Sundays. One Sunday afternoon he dug a ditch a foot and a half deep and placed In tiling for the drainage of the grounds. The diamond has been half burled In water most of tho winter and Is not yet In condition to be worked properly.
