SENATOR BAILEY, In his address to the Pennsylvania bankers, stated a potent truth when ho declared that tho demagogues now flocking into tho public life of the country are more dangerous than the bosses who are disappearing. A boss Is offensive, of course, but he docs not hold the scepter long. Tho people are quick to detect tyrannous conduct and rebuke It. The demagogues, however, are tho apostles of evil. They are false teachers. They thrive upon pop ular prejudice or misunderstanding, and also advocate frequently what they know to bo wrong and destruc tive, because they aro afraid a cour ageous stand for truth and right might relegate thorn to private llfo, We see many men boldly advocating now what they were oqually as bold in denouncing a scoro of years ago. They haven't changed their convic tion, but they fear that the enuncia tion of tho principles they advocated so courageously once might causo a loss of tholr offices. Tho mischief that theso shifty poli ticians aro capable of perpetrating is beyond computation, anil tho people woiihl be conserving their own welfare by watching them closely, and holding them to intelligent and faithful per formance of duty. Never before In tho history of tho world was luxury so common among tho tolling masses. Of course, there aro unwholesome conditions to remedy. There always will be. There always will bo multi tudes of men nnd women crushed by poverty and misfortune. There al ways will bo Improvident, idle, shift less people who can nut prosper un der any conditions, For tho sober, Industrious, Intelll pent, honest man the roml to success Is not obstructed, and any sensible man knows It. No effort was made to do work for the future, but tho entire time was consumed in kicking about the power already lost to tho state. Suppose thlH company, or a combina- i lion of companies great enough to handle the proposition should locate the whole business within the next few days, or for that matter before the leg islature meets again two years from now. What course would Senator Ulmlck pursue then? Would he con demn these companies for grabbing tills magnificent water power worth at the most conservative estimate a hun dred million dollars a year; or would bo condemn himself and the balance of the legislature for falling to protect tho people's rights and thereby virtu ally assist In this great wealth being exploited by private capital? No doubt ho would take tho latter course, be cause there would be something tan gible to abuse, nnd It is always good fun abusing a corporation. A corporation has a legal corporate existence, but It has no corporeal sub sr.anee. It Is a legal llctlon; an Incor poreal inchoate. Intangible, nonentity; the baseless fabric of a dream; the substance of things hoped for but nev er seen; or as lllackstono so briefly but eloquently defines It, "A sort of an artlllclal person with all the rights and privileges of uu Individual, but without a body to bo kicked or a soul to be damned." Fortunately, being composed of airy nothing, It cannot strike back or kick, having neither tlsts nor feet, so It Is safe to d n the soul It hasn't and call It all kinds of names, becauso It can't with indignant lists punch Its assail ant In the mouth.
